Office of Federal Support& Grantee Relations – Statewide Monitoring Division
Job Focus Area
This position will serve as monitor and team leader for the IDEA Monitoring section of the Division of Statewide Monitoring. In this role, the employee will possess an in-depth understanding of the Individuals with Disabilities Education Act as well as any other policy relative to the implementation of programs and services for students with disabilities. This position will primarily conduct on-site monitoring of school systems for the IDEA program. The position requires an individual with a broad knowledge base about federal program monitoring requirements.
Candidates with any of the following skills and experience are encouraged to apply:
Has worked in and/or taught in the field of special education
Earned a doctoral degree in special education or related field
Special education certification, Education Diagnostician, Transition Service Experience, Behavior Interventionist, or IEP Compliance Facilitator

MINIMUM QUALIFICATIONS:
Any of the following will qualify:
1. A baccalaureate degree plus four years of professional level experience in teaching or education; or in a public or private sector setting.
2. A master’s degree plus three years of professional level experience in teaching or education; or in a public or private sector setting.
3. A master’s degree in education plus two years of professional level experience in teaching or education; or in a public or private sector setting.
SUBSTITUTIONS:
A master’s degree plus thirty graduate hours will substitute for one year of the required experience.
An Educational Specialist Degree will substitute for one year of the required experience.
A Ph.D. or Ed. D will substitute for two years of the required experience.
NOTE:
Advanced degrees will substitute for a maximum of two years of the required experience.
NOTE:
Any college hours or degree must be from an accredited college or university.
FUNCTION OF WORK:
Develops and implements all aspects of smaller scope education programs or all aspects of a specific area for larger scope education programs.
LEVEL OF WORK:
Advanced.
SUPEVISION RECEIVED:
Broad from an Education Consultant Supervisor, Education Division Director, or higher-level professional.
SUPERVISION EXERCISED:
May provide functional supervision over Local Education Agencies and lower-level professionals.
LOCATION OF WORK:
Predominantly located at the Department of Education. Other locations may be approved by SCS.
JOB DISTINCTIONS:
Differs from the Education Consultant 2 by the presence of high-level programmatic responsibility over all aspects of an education program.
Differs from the Education Consultant 4 by the absence of serving as the sole senior staff assistant to an Education Program Manager/higher level Education official or subject matter authority-witness/program developer and/or researcher.

May serve as lead worker of a unit with responsibility for the development and implementation of all aspects of an educational program affecting populations such as students, teachers, principals, central office personnel, and ancillary/support personnel in the public school systems, special schools, nonpublic schools, public and private colleges and universities, technical colleges, local neglected and delinquent institutions, and state correctional institutions; and individuals from other profit and nonprofit agencies, organizations, and institutions.
Reviews work and provide input on evaluation of performance of subordinate personnel involved in a program.
Determines program goals and objectives, develops plans to effectively implement the specified program.
Communicates the needs of the Local Education Agencies in the region to the Regional Service Center Director and State Director.
Provides technical assistance daily via telephone, letters, visits, etc. to parents, teachers, administrators, university personnel and other agency personnel regarding issues involving services/programs in the assigned Regional Service Center.
Updates the Superintendents of the local school systems from the assigned Regional Service Center, on a regular basis, regarding services and current issues.
Works with other Department of Education staff to maintain current information about state and federal programs in order to provide leadership and oversight for related services in the assigned Regional Service Center.
Advises and provides technical assistance to local superintendents of education, other educators, and other persons outside the field of education on programs, policies, procedures, laws, and regulations; and answers questions and assists in the resolution of problems.
Researches, designs, implements, and evaluates current and long-range plans, rules, regulations, guidelines, and policies for the program(s) in accordance with federal or state laws and policies.
Designs, develops, and pilots, programs and research projects on the basis of national/state reports, trends, economic conditions, future needs, educational research findings, and state and federal legislative or policy developments.
Serves as a team leader to assists schools and school systems in securing the best possible results for their efforts by building the capacity of school and system teams.
Develops evaluation designs to measure the quality and effectiveness of program(s) and their impact on students.
Plans, conducts, and evaluates staff development and in-service training (including national, state, and regional workshops, hearings, conferences) for personnel in the Department of Education, local education agencies, colleges and universities, technical colleges, correctional schools and institutions, as well as churches, civil associations, business and industry groups, special committees and task forces, professional associations and organizations, special interest groups, parents, and other citizens.
