Job Focus Area:
Background: The Division of Diverse Learners serves as the program office focused on students with disabilities (SWDs) and English Learners (ELs) and the statewide strategy to improve outcomes for these populations. The structure of the Department delineates the program team (Diverse Learners) from the monitoring team and fiscal oversight team as those responsible for this work are located in the Division of Federal Support. As a result, the Diverse Learners team has the opportunity to intentionally coordinate with the Office of Teaching and Learning, Office of Career and College Readiness, Local Education Agencies, and their staff in order to raise the achievement of Diverse Learners.
The Education Consultant 4 is located in the Division of Diverse Learners within the Office of Teaching and Learning and reports to a classified Executive Director of Diverse Learners. The Chief of Staff and Program Manager will play a critical role in supporting the executive team by serving as the state expert on gifted and talented programming, managing key projects, overseeing operational efficiency, overseeing budget activities and ensuring alignment with strategic goals. This position requires a background in special education, a strategic thinker with strong leadership skills, exceptional organizational abilities, and a knack for program management and multitasking.

One position is available, located in Baton Rouge, LA,. The person selected will be required to report to the Baton Rouge office regularly. This position may be filled by a probationary new hire, or by promotion of any current permanent classified Louisiana State employee. Current permanent classified state employees may be required to accept a probationary appointment, if selected.

MINIMUM QUALIFICATIONS:
Any of the following will qualify:
1. A baccalaureate degree plus five years of professional level experience in teaching or education; or in a public or private sector setting.
2. A master’s degree plus four years of professional level experience in teaching or education; or in a public or private sector setting.
3. A master’s degree in education plus three years of professional level experience in teaching or education; or in a public or private sector setting.
SUBSTITUTIONS:
A master’s degree plus thirty graduate hours will substitute for one year of the required experience.
An Educational Specialist Degree will substitute for one year of the required experience.
A Ph.D. or Ed. D will substitute for two years of the required experience.
NOTE:
Advanced degrees will substitute for a maximum of two years of the required experience.
NOTE:
Any college hours or degree must be from an accredited college or university.
FUNCTION OF WORK:
To serve as the sole senior staff assistant to an Education Division Director or to serve as the subject matter authority-witness/program developer and/or researcher in a defined program area.
LEVEL OF WORK:
Program Manager.
SUPEVISION RECEIVED:
Administrative direction from an Education Consultant Supervisor, Education Division Director, or higher-level professional.
SUPERVISION EXERCISED:
Functional supervision over educational programs.
LOCATION OF WORK:
Predominantly located at the Department of Education. Other locations may be approved by SCS.
JOB DISTINCTIONS:
Differs from the Education Consultant 3 by the presence of serving as the sole senior staff assistant to an Education Division Director or subject matter authority-witness/program developer and/or researcher.
Differs from the Education Consultant Supervisor by the absence of direct line supervision over lower-level Education Consultants and other related staff.
Differs from the Education Deputy Advisor by the absence of serving as the deputy to a cabinet level unclassified executive.

Approves budgetary reports, records, and activities, ensuring adherence to federal, state, and other regulations, policies, and procedures for budgetary control and authorizes the allocation and expenditure of state, federal, and other funds to eligible recipients for implementation of all programs.
Testifies before state and national legislative committees and state, regional, and national hearings, including the state legislature and State Board of Elementary and Secondary Education, as an expert witness providing background information and relevant research findings and the recommendations.
Advises the unclassified division director of specific issues related to division programs and the progress of programs in meeting established goals and objectives and obtains concurrence on policy and procedure approvals or to advise local superintendents of education, other educators, and other persons outside the fields of education on programs, policies, procedures, laws, and regulations and answers questions and assists in the resolution of education problems.
Make recommendations to the division director regarding mandated and discretionary programs and budgetary or personnel matters.
Researches educational issues, federal and state laws, and state Board of Elementary and Secondary Education (BESE) policies to develop proposed legislation impacting education.
Represents the division director on key departmental committees working on departmental policies, discipline, accountability, technology, as well as inter office matters.
Coordinates state and federal educational program activities of several units within and outside the division on a project basis.
Develops and recommends to the division director programmatic policy directives and procedural guidelines to local educational authorities (LEAs).
Directs the administration or implementation of major elements of the state’s reform model, including areas such as curriculum, assessment, or accountability components.
Coordinates the design, development, and piloting of education reform programs and research projects.
Serves as a division-level specialist in specific areas requiring advanced technical expertise or advanced knowledge of education policy development.
