Education Consultant Supervisor

Job Focus Area:

The Division of Federal Supports and Grantee Relations assists the Louisiana Department of Education (LDOE) in planning, coordinating, and effectively managing all federal funding, formula and competitive allocations, sub-grantee funding, and statewide monitoring administered by the agency. Funding includes multiple funding sources from the state general fund, statutory dedication, interagency transfers, and federal grants. Responsibilities of the division include managing federal funds, grants and appropriations, processing allocations and awards, reviewing sub-grantee budgets and assurances, maintaining the LDOE’s Electronic Grants Management System (eGMS), and conducting comprehensive statewide monitoring, reporting and analysis for all discretionary and federal formula and competitive funds allocated by the department.

This Education Consultant Supervisor is located within the Federal Programs unit and reports to the classified Administrative Program Director 4. This position oversees the operations and strategy for the Federal Programs unit and serves the deputy to the Administrative Program Director 4, overseeing and leading the Grants Management’s procedures and processes are timely, efficient, and support the administration of state and federal grant programs. This positions manages a team of professional level positions made up of contracts/grants reviewers, education information and education consultants. This role must maintain thorough knowledge of current BESE and LDOE administrative procedures and timelines, state procedures, and federal regulations.

Candidates with the following skills and experience are encouraged to apply: 

Experience with grants and federal programs and have a thorough understanding of federal and state fiscal policy. Preference will be given to candidates with an in-depth understanding and use of Excel.

One position is available, located in Baton Rouge, LA,. The person selected will be required to report to the Baton Rouge office regularly. Minimum Qualifications

MINIMUM QUALIFICATIONS:

Any of the following will qualify:

1. A baccalaureate degree plus six years of professional level experience in teaching or education; or in a public or private sector setting.

2. A master’s degree plus five years of professional level experience in teaching or education; or in a public or private sector setting.

3. A master’s degree in education plus four years of professional level experience in teaching or education; or in a public or private sector setting.

SUBSTITUTIONS:

A master’s degree plus thirty graduate hours will substitute for one year of the required experience.

An Educational Specialist Degree will substitute for one year of the required experience.

A Ph.D. or Ed. D will substitute for two years of the required experience.

NOTE:

Advanced degrees will substitute for a maximum of two years of the required experience.

NOTE:

Any college hours or degree must be from an accredited college or university.

To supervise an organizational section responsible for statewide educational programs.

SUPERVISION RECEIVED:

Administrative direction from an Education Division Director or higher-level administrator.

SUPERVISION EXERCISED:

Direct line over subordinate professional-level education staff.

LOCATION OF WORK:

Predominantly located at the Department of Education. Other locations may be approved by SCS.

JOB DISTINCTIONS:

Differs from the Education Consultant 4 by the presence of direct line supervision over lower-level Education Consultants and other related staff.

Differs from the Education Deputy Advisor by the absence of serving as the deputy to a cabinet level unclassified executive.

Approves the development, revision, implementation, and evaluation of current and long-range plans, rules, regulations, guidelines, and policies for multiple statewide programs in accordance with federal or state laws and policies.

Approves the design, development, and implementation of innovative educational programs and research projects on the basis of national and state reports, trends, economic conditions, future needs, educational research findings, and state and federal legislative or policy developments.

Recruits, interviews, and recommends approval for hiring personnel and evaluates performance of personnel.

Approves budgetary reports, records, and activities, ensuring adherence to federal, state, and other regulations, policies, and procedures for budgetary control and authorizes the allocation and expenditure of state, federal, and other funds to eligible recipients for implementation of all programs.

Testifies before state and national legislative committees and state, regional, and national hearings, including the state legislature and State Board of Elementary and Secondary Education on behalf of the department/division relative to identified educational issues.

Advises the unclassified division director of specific issues related to division programs and the progress of programs in meeting established goals and objectives and obtains concurrence on policy and procedure approvals or to advise local superintendents of education, other educators, and other persons outside the field of education on programs, policies, procedures, laws and regulations, and answers questions and assists in the resolution of education problems.

Make recommendations to the division director regarding mandated and discretionary programs and budgetary or personnel matters.

Researches educational issues, federal and state laws, and state Board of Elementary and Secondary Education (BESE) policies to develop proposed legislation impacting education.

Represents the division director on key departmental committees working on departmental policies, discipline, accountability, technology, as well as interoffice matters.

Coordinates state and federal educational program activities of several units within and outside the division on a project basis.

Develops and recommends to the division director programmatic policy directives and procedural guidelines to local educational authorities.

Directs the administration or implementation of major elements of the state’s reform model, including areas such as curriculum, assessment, or accountability components.

Coordinates the design, development, and piloting of education reform programs and research projects.
