Tasks:

• Follow clearly detailed and specific procedures IAW Army Counselor Support (SOP) AR 621-5, or similar written directive provided by the Government such as ACES Field Guide.
• Monitor and document clients’ education goals and Student Degree Plans (SDP) to achieve those goals IAW AR 621-5 and/or current written directives.
• Conduct education program briefings following prepared script IAW AR 621-5 or slide presentation, the current site handbook, and/or similar directives to individuals and group counseling sessions via face to face or electronic methods (e.g., live video/live chat, etc.). Briefings may be located in facilities away from the education center to include spoke sites.
• Document all counselor support sessions in clients’ education management system (currently ArmyIgnitED) education records IAW AR 621-5 and/or current written directives. The primary educational database for counselor support performing education and administrative counseling duties shall be the education management system (currently ArmyIgnitED). The educational management system (currently ArmyIgnitED) resources shall be utilized at all one-on-one counseling support sessions.
• Provide information and guidance on Veterans’ education benefits IAW AR 621-5 and current written directives. The contract counselor shall stay abreast of current and pending VA legislation as related to GI Bill education benefits.
• Assist Soldier’s in completing requirements for admission into military schools or commissioning programs IAW AR 621-5 and/or current written directives.
• Assist clients with school admission applications, maximizing the use of Veterans’ education benefits, Free Application for Federal Student Aid (FAFSA), scholarships, and other applications for student and financial aid IAW AR 621-5 and/or current written directives/guidance.
• Provide education counseling to meet the interests and needs of Soldiers and Families. Counseling shall include: assisting in the establishment of education and/or career goals; development of individual education plans in support of stated career/educational goals; analyze and interpret test data and career/postsecondary education readiness; and/or analyze and interpret various needs assessments.
• Facilitate enrollment in current and emerging ACES Programs in support of the Soldier Life Cycle IAW DoD, Army, and other regulatory guidance.
• Schedule appropriate tests and assessments, read and interpret results, and assess Soldier readiness to participate in various ACES programs.
• Create, work, and assist Soldiers in ArmyIgnitED processes and general inquiries, as applicable, within local prescribed timelines.
• Prepare reports IAW DoD, Army, and other regulatory guidance.
• Use ACES customer management systems, currently the Customer Assistance Tracker (CAT) for all customer interactions, accurately capturing workload.
• Provide DAC staff assistance in carrying out successful special events as guided by ESO based on the type of event (i.e. college fairs, graduations, etc.).
• Calculate promotion points and preparing promotion point memoranda and other documentation as instructed by the Government for review and signature such as Service Obligation memoranda, Military Withdrawal (WM)/Historical Tuition Assistance Request (HTAR) Exception to Policy memoranda/packets and applications to military training requiring transcript evaluations as appropriate..
• Maintain personal work area/office in a clean, professional, and orderly manner.
• Ensure computers and peripherals are clean and operational.

Education/experience/Investigation Requirements:

The minimum education and experience required to perform these services/tasks include proficiency of the U.S. Department of Education postsecondary education system. In addition, experience in soldier development programs, and career guidance and planning techniques. Candidates must hold a bachelor’s degree in any area of study from a college or university that is accredited by a national or regional accrediting agency recognized by the U.S. Department of Education that includes or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below.

1. Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests.

2. Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities.

3. Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs.

4. Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs.

5. Teaching methods: Study of teaching strategies and learning styles of the adult learner.

6. Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation.

7. Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems.

8. Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources.

A minimum of one (1) year of adult education counseling experience and NACI investigation is required for this position. ArmyIgnitED.com training is required for this position. Must also possess a working knowledge of computer operations and be able to successfully use online education systems such as ArmyIgnitED.com and provide interpretation of personal and skill qualification instruments. Shall be familiar with Army and Veteran’s education benefits and be informed of any changes affecting such benefits throughout the life of this contract.
