Since 2017, thousands of Venezuelan refugees and migrants have entered Brazil, with an estimated 34% of this population under the age of 18, including a significant proportion of Indigenous children, mainly Waraos, E’ñepas and Pemons. The state of Roraima is the main entry point for this flow, placing sustained pressure on public services, particularly on education systems, which face increased demand for school enrolment and learning support.
Within the coordinated humanitarian response, United Nations agencies and Brazilian authorities provide emergency assistance to ensure access to essential services. In this context, UNICEF implemented the Super Panas strategy, in partnership with local actors, to deliver education, child protection and psychosocial support services for Venezuelan children and adolescents. The Super Panas operate as Child Safe Spaces in shelters, triage posts and public schools in Pacaraima and Boa Vista, supported by pedagogical materials developed and applied by implementing partners.
Aligned with its commitment to inclusive and quality education, UNICEF also strengthens formal education services in local schools, supporting the integration of refugee and migrant students through integrative pedagogical activities, teacher capacity strengthening and improved classroom practices.
Within this framework, the consultancy is part of an integrated education response to the migratory and indigenous context in Roraima. It aims to systematize and consolidate good practices from UNICEF-supported interventions, support teacher capacity development, review pedagogical materials, and share results with key territorial and national stakeholders, contributing to sustainable, policy-aligned strategies that ensure equitable and quality education for refugee, migrant and host-community children.

The consultancy will deliver a set of analytical, technical, and operational products aimed at strengthening UNICEF-supported education interventions in contexts of migration, contributing to sustainable public policies, teacher professional development, and improved education quality (SDG 4). The work will be carried out through participatory, evidence-based, and system-strengthening approaches, in close articulation with education authorities, universities, schools, and teachers.
Contribute to the development of guiding instruments for the improvement and/or replication of experiences in other schools and/or emergency contexts, including their conversion into public policies; and the development of guidelines for training courses for local education professionals who work in the emergency context.
Promote ongoing training for the local education network in Boa Vista and Pacaraima through planning with UNICEF to support local governments and mobilize the education network. Review the pedagogical materials developed in the Super Panas context.
Based on the initial consultations and assessment, the Consultant is expected to report the findings and elaborate proposals that should serve as guidelines for the management of pedagogically stimulating educational and child protection related activities and in line with the Common National Curricular Base (BNCC), UNICEF guidelines, the UN ethical principles and universal human rights, mainly expressed in the Brazilian ECA (Child and Adolescent Statute), the UN Convention on the Rights of the Child and the UN Core Commitments for Children in Humanitarian Action (CCCs). It should also consider the Accountability to Affected Population (AAP), ensuring that the content is driven by the needs and interests of the targeted audience and guarantee that the development and improvement of the strategies are made for and with adolescents in terms of mobilization and empowerment.
The methodological proposed tools should comprise information on implementing steps, available resources, involved parties, materials, training necessities, lessons learned, and other relevant aspects. They should technically support the understanding and implementation of similar strategies and activities, including multicultural approaches and bilingual courses in public schools, with the corresponding recommendations for the methodology conversion into public policy.

TRAVEL PLAN
Considering deliverables 7 and 8 from the table above, the candidate should estimate one trip per month to Pacaraima/RR, duration of maximum 3 days for meetings and training supervised by the Advanced Post Coordinator and the UNICEF Education Officer.
MINIMUM QUALIFICATIONS REQUIREMENT
University Degree – Bachelor Degree in Education, social sciences, law, psychology, social communication or related fields
Professional experience in working with humanitarian response programmes of at least 2 (two) year.
Professional experience in working with education and/or child protection of at least 2 (two) year
Professional experience in working with education Professionals of at least 2 (two) years
Knowledge of state and municipal governments and civil society organizations
Ability to work with others in a team environment.
Ability to conduct work in groups and at an institutional level.
Affinity with UNICEF working methods.

Individuals engaged under a consultancy will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
