How can you make a difference? 

Under the supervision of the Education Specialist, the Education Officer provides high-quality technical assistance, systems strengthening support, and evidence-generation expertise to the Ministry of Education—specifically DSHE and BANBEIS—to advance national secondary education reforms and improve learning outcomes for adolescents in Bangladesh. The Education Officer will play a catalytic role in supporting the implementation of the curriculum through the Learning Enhancement Strategy (LES), Micro Skills (MS), strengthening digital monitoring and data systems, and advancing innovations in teacher development and climate-resilient education. The assignment aims to reinforce government capacity to plan, monitor, and evaluate secondary education interventions; generate and use evidence for decision-making; and institutionalize sustainable monitoring and accountability mechanisms across the secondary education system. The incumbent will support the enhancement of digital tools such as the DSHE Digital Monitoring System (DMS), ensuring they are functional, scalable, and effectively utilized nationwide.

In addition, the position will provide strategic guidance for emerging priorities, particularly climate change adaptation in schools—by supporting the development of a national climate change in education framework and piloting green and resilient school models. The officer will further coordinate large-scale implementation research in partnership with UNICEF Innocenti, ensuring high-quality data collection and compliance with research protocols.

The role will also facilitate effective partnership management and HACT assurance processes to ensure strong performance, accountability, and alignment of government partners with UNICEF standards. By bridging technical expertise, operational support, and evidence-based advisory functions, the Temporary Appointee will contribute to strengthening institutional capacity within the secondary education sector, ensuring that reforms are implemented effectively and sustainably, and that all learners—especially the most vulnerable—benefit from improved learning opportunities in Bangladesh.

Minimum requirements:

  • Education:A university degree in one of the following fields is required: education, social sciences, development studies, or other relevant technical fields.
  • Work Experience: A minimum of two years of professional experience in planning and managing secondary education system strengthening is required.
  • Technical understanding on Learning enhancement strategy, integrated remedial education for secondary, skills integration and implementation in secondary education, competency-based education, experiential/activity-based pedagogy, formative assessment, climate change in education is required.
  • Experience and understanding on working with education authorities of government, institutionalization and system strengthening is a requirement.
  • Proven experience in data systems, digital monitoring tools, or education statistics.
  • Demonstrated ability to coordinate implementation research or monitoring activities is desirable.
  • Experience with UNICEF’s HACT framework and partnership management is an asset.
  • Relevant experience in a UN system agency or organization is considered as an asset.
  • Experience in working with sub-sector programmes (i.e.SEDP) with a focus on secondary education initiative is an added advantage
  • Language Requirements: Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
