Job Focus Area
This education technology senior consultant will assist and provide guidance to the director and assistant superintendent in the area of data privacy and security. This position will assist in establishing and maintaining data sharing agreements, processing and tracking security access for LOE staff, and sharing data securely as needed by the agency. They will act as the liaison for the LDOE to OTS and external vendors for Edlink Security (the current Single Sign On system utilized by LDOE). This person will also be responsible for providing support to the agency in understanding how access works and how to gain access to different systems. Provisioning security rights will also be required. This position will lead the data quality staff in the collaboration between technology staff and data staff to ensure data is collected, stored, and released securely, ensure data release compliance with all policies, state laws, and federal laws, and ensure LDOE staff are accessing and releasing data securely. Through benchmarking, work practice review, and customer feedback, this position will be responsible for ensuring the documentation and consistent implementation of best practices for data security and confidentiality. In addition, this position will support the Statewide Program Manager 1 with managing implementation of projects that will utilize Edlink Security and will lead in communicating with developers and support staff to determine requirements and specifications.

One position is available and it is located in Baton Rouge, LA. The person hired for this position is expected to regularly report to the Baton Rouge office. This position may be filled as a probation or by promotion of any current permanent State of Louisiana employee. Current permanent state employees may be required to accept a probationary appointment, if selected.

MINIMUM QUALIFICATIONS:
A master’s degree plus five years of professional level experience in teaching, education, administrative services, web development, or graphic design.
SUBSTITUTIONS:
A baccalaureate degree plus two additional years of professional level qualifying experience will substitute for the required master’s degree.
A Ph.D. in education will substitute for two years of the required experience.
NOTE:
Any college hours or degree must be from an accredited college or university.
Function of Work:
To serve as one of three primary staff assistants to the unclassified Director of Educational Technology and charged with the administration, supervision, and direction of the instructional, professional development, distance learning, technical infrastructure, leadership, funding, accountability and public awareness components of the Louisiana State Plan for Educational Technology and the federal mandates of the Enhancing Education through Technology title of No Child Left Behind legislation, all of which are characterized by high-level technical and programmatic impact.

Administrator.
Supervision Received:
Administrative direction from an unclassified Director of Educational Technology.
Supervision Exercised:
Staff or direct line authority as designated by the Director of Educational Technology over subordinate managers, professional and clerical staff, as well as functional, and staff supervision over LEAs and programs under the jurisdiction of the office served.

Job Distinctions:
Differs from lower level education jobs by having the broadest scope and impact of all classified service educational job titles, by acting in behalf of the Director of Educational Technology, by the assignment to special state and federal educational projects across divisions, and by responsibility for the implementation of rapidly evolving technologies.
Makes recommendations to the Director of Educational Technology regarding mandated and discretionary programs and budgetary or personnel matters.
Researches educational issues, federal and state laws, and state Board of Elementary and Education policies to develop proposed legislation impacting education.
Represents the division director on key departmental committees.
Designs and directs the implementation of the State Plan for Educational Technology as it relates to instructional technology, integration of technology into the curriculum, professional development, distance learning, technical infrastructure, technology leadership and accountability, technology funding and resources, and public awareness.
Develops and directs technical infrastructure models, technology-based professional development, and technology-based instructional models that support classroom reform and the state educational technology goals.
Designs and directs the implementation of the states Classroom-Based Technology Fund and Enhancing Education through Technology programs.
Advises and consults with end-users, school and district administrators, and technical support personnel regarding educational networks, standards-based software, designing and providing technology-connected professional development, and K-12 software and hardware issues.
Directs the technical and work activities of all SEA and LEA educational programs, including program and finance, for a major SDE office in the absence of the Director of Educational Technology.
Serves as principal assistant to the Director of Educational
Technology on regular or special academic and/or support projects, as assigned by the Deputy Superintendent.
Meets with the Governors Office of Education, state and local officials, legislators, professional organizations, State Department of Civil Service employees, Superintendents Cabinet, local superintendents, Board of Regents, SBESE, parental groups, special interest groups and others on matters relating to the Department of Education.
Recommends final budgets to the Director of Educational Technology from subordinate staff within the Louisiana Center for Educational Technology.
Plans and implements in-service meetings and conferences with department administrators to discuss operating, organization, personnel and technical matters and the status of departmental educational projects and programs.
Prepares responses for the Director of Educational Technology on complex and sensitive matters affecting the Louisiana Center for Educational Technology and the Department of Education, such as audit resolutions, compliance issues, resolving complaints.
Directs the preparation of special academic, technical, and support reports relating to the Louisiana Center for Educational Technology and the Department of Education as requested.
Coordinates state and federal educational program activities of several units within the Louisiana Center for Educational Technology.
