Deliverables and outputs: The Consultant, under the direct supervision of the requesting unit is requested to produce the following deliverables: • An improved media and communication strategy for the ANE is developed, finalized and implemented through technical assistance. • Guidance and technical advice to the ANE on media and public relations activities are consistently delivered at both at national and provincial level. • Guidance and technical advice is delivered to the ANE on internal media and communication procedures. • Three stakeholder meetings on enhancing communication and public outreach with political entities, civil society, the Media, youth and women groups and other electoral stakeholders. • Recommendations are provided specifically on cross-cutting themes (gender, inclusion of women, people with disabilities youth and other vulnerable groups, human rights and the fight against mis- and disinformation and hate speech). • By-weekly progress reports on the implementation of deliverables are submitted to the requesting unit. • A final report is delivered, including best practices and recommendations on the ANE media and communication strategy implementation.

Duties and Responsibilities
Scope of Work: As part of the UN Electoral Team the Media and Communication consultant supports the National Elections Authority for (ANE) in the development and implementation of electoral media and communications strategies, which engage media and other stakeholders with a view to promoting participation and strengthening understanding and trust in electoral processes. The Electoral Media and Communication Consultant works closely with the national counterparts of the ANE as well as with MINUSCA Electoral Assistance Division as well as with the Strategic Communications and Public Information Division and agencies of the UN Country Team involved in elections. in performing the following duties: • Provide guidance and advice to the ANE on planning, developing and implementing its media and communications strategy. • Provide guidance and technical advice to ANE counterparts on media and public relations activities both at national and provincial level. • Provide guidance and technical advice to the ANE on all media and communications activities, including development of relevant internal procedures, media relations, information provision (press releases, press conferences, call center, use of print, audio/visual and new media etc), and development of the website and media monitoring. • Promote and encourage the ANE’s engagement and dialogue with the media, CAR media regulatory bodies and other relevant stakeholders. • Support the ANE in in preventing and addressing mis- and disinformation; • Advise the ANE on the development and implementation of effective media and communications campaigns for specific electoral events, including the design and monitoring of the media plan. • Liaise closely with relevant stakeholders, including but not exclusively MINUSCA and UN agencies, other international agencies, and relevant CAR electoral stakeholders. • Ensure that cross-cutting themes such as gender, human rights, prevention of hate speeches and public incitement to violence are incorporated into all activities. . • Develop public information documents in support of the ANE. • Provide regular reports on progress and activities.
Qualifications/special skills
- A Master’s degree in Communications, Political Science, International Relations, Social Sciences, Public Policy, Public Administration, Public Relations, or related field. - Fluency in French both written and oral (advanced Level).
