Job Purpose

As an Information Management Manager in a response, you will be leading World Vision’s Information Management systems, databases, and tools for the Response. She/he ensures that WV’s Response impact, its operational and contextual information are collected, validated, and analysed in a timely manner.

The IM manager equips WV’s executive leadership team in making timely, evidence-based decisions as well as supports multiple other departments in the tracking, monitoring, and reporting of the four humanitarian operations. The position demands regular consultation with a multitude of WV partnership and regional departments and field offices carrying out the emergency response. Strong candidates for this position can focus on user-centered systems-thinking, consuming the multitude of incoming information in a humanitarian context, macro-analyzing data, synthesizing and reflecting it in a usable format, including data visualization, for response and WV executive leadership.

The Response IM manager is responsible for thought leadership regarding information management that works in a variety of settings, including multiple countries and for a diverse range of staff. This includes continuous improvement of existing organizational systems that facilitate quantitative and qualitative data collection on Response’s impact and finance. Regular use of and interaction with existing information management systems including Responses’ MS Teams channel, the funding matrix, Impact Dashboard (Power Bi), Disaster Grants Database, Response portal/WV Relief, systems used for food assistance and cash/voucher programming, and 6UN reporting processes is also required.

For a Response, key deliverables are required:

  • Information Management and Reporting process flow chart (Standard Process)
  • Document storage (centralized system in place).
  • Impact reporting (contextual, on beneficiaries, and other project-specific factors).
  • Funding updates (including internal and external funding sources).
  • Response Information Management System (inclusive of internal and external information)
  • Functional MS team structure for collaboration and smooth flow of information.

Key Responsibilities

INFORMATION MANAGEMENT

  • Maintain an organized and chronological information management system, which is easy to access at any time according to the global retention policy.
  • Design and implement the Office Information Management structure for internal and external information sharing within the humanitarian and wider community.
  • Develop a clear information management and reporting flow chart and schedule for WV staff, especially with operations and sector teams.
  • Reimagine Information Management so that it is less dependent on people and therefore scalable.
  • Broaden the focus from technology and information systems to a focus on the people, processes, and organizational culture required for robust, predicative, and dynamic information management.
  • Lead change management processes with regard to Information Management and systems to influence how emergency response succeeds in its operations.

REPORTING 

  • From the country reporting data, create static/online mapping identifying the location, sector, impact of WV’s response operations.
  • Liaise with Field Office’s (FO) Program officers, Operations, MEAL, Finance team, GAM, for timely, precise, and complete reports of high data quality.
  • Prepare inputs for and share out Situation Reports (Sit Reps), capacity statement, and regular reports as needed or required by the internal and external stakeholders.
  • Ensure that grants and projects that implement food assistance, cash/voucher programming, WFP, and 5UN follow the standard reporting process based on DM requirements and standards
  • When requested, compile and analyses internal and external data to support the development of the strategy in a humanitarian response.
  • Compile and analyses relevant information to inform response design, program management, operational improvement and opportunity for learning, and to support evidence-based decision-making.
  • Show flexibility in responding to the data and reporting needs of the organization and other stakeholders for more efficiency in data collection and reporting.
  • Incorporate privacy protection of beneficiary information in line with WV or donor data protection policies & procedures.
  • Provide input to ensure that IM systems, assets, capacity building such as training, system licenses, and subscriptions are well planned and budgeted for.
  • Implement training on forms and systems for field-staff to ensure adherence to WVI’s standards in Aid Delivery Management and Reporting and have adequate Information Management systems coverage. Such Information Management Systems include MS Teams Channel, Disaster Grants Database, WV Relief/Response portal, Horizon, Last Mile Mobile Solutions (LMMS) – Inventory tracking system (ITS).
  • Communicate with DM team (Resource Development and IMR) the grants or projects that implement food assistance, cash/voucher programming, WFP and 5UN
  • Coordinate with DM technical support team for system upgrades, maintenance, and support.
  • Work closely with the field DM system users on all IM system issues in providing technical guidance and adhering to set standards for data accuracy.
  • Supervise and collaborate with the IM Officer.
  • Support partnership coordination and liaison, including – PCT, PETs as requested.
  • Coordinate with the project manager and the finance department on financial reporting.
  • Coordinate information and data sharing between different units in the organization and other external stakeholders such as UN agencies, government and INGOs.
  • Maintain channels of communication with country offices and provide information on available training opportunities within or outside the partnership.
  • Coordinate with senior staff to ensure that plans for deploying Information Management Systems in country programs are considered and appropriate budgeting information included in programs.
  • Provide regular reporting on field level system deployments/user experience to various stakeholder groups.
  • Maintain communication channels within the response countries to ensure Information Management is undertaken smoothly in these countries and no faltering whatsoever.
  • Maintain communication channels with training participants in order to monitor if training events are producing the intended impacts.

KNOWLEDGE, SKILL AND EXPERIENCE

Required Education, training, license, registration, and/or Certification

  • Proficient in written and verbal communication in English; other language skills are a plus.
  • Power Bi or Tableau trained.
  • Knowledge of geographic (GIS) data is a plus.
  • HEAT Training.

Required Professional Experience

  • The holder of this position must have a minimum of Bachelor’s degree in Computer Science, Information Technology, Data Analysis, Statistics, Social Sciences, or any other related course from a recognized university.
  • Solid background in the Windows Operating System; comfortable invoking, stopping, or restarting System Services, installing and uninstalling software, creating user groups and setting up user privileges.
  • Strong experience in usage of computers and office software packages (MS Word, Power Bi, Tableau, Excel, MS Teams, Lotus Notes, online documents, Last Mile Mobile Solutions (LMMS) and its inventory tracking system or commodity tracking system (ITS or CTS).
  • Strong experience in managing and designing web-based applications and databases – proven experience in translating client information management needs into efficient and relevant information management, information knowledge, and communications structures.
  • Ability to troubleshoot IT problems – both hardware and identify software failings; aware of how to log, track and systematically troubleshoot IT problems.
  • Must have familiarity with humanitarian quality assurance mechanisms including Sphere, Red Cross Code of Conduct, Humanitarian Accountability Partnership, Do No Harm, People in Aid Code of Good Practice.
  • Good written and oral communication skills; ability to consolidate information into visual presentations (factsheets, charts, graphs, tables); strong communication skills to interact with all levels of staff, management and ability to influence stakeholders.
  • Must have strong analytical, problem solving, and organizational skills; with an attention to detail and the ability to effectively present concepts to lay users in various settings and through various means (verbal and written).
  • Requires a good understanding of the project life cycle with emphasis on analysis, user requirements, and gap analysis etc.
  • Must be able to work effectively with a diverse team.
  • Requires the ability to work under pressure and multitask.
  • Must be service-oriented and comfortable supporting end-users.
  • Previous experience in managing organizational data of different projects.
  • Minimum of 3 years experience in relief and development work; progressively responsible experience in the collection, compilation, analysis and dissemination of statistical and qualitative data or related areas.

Preferred Experience, Knowledge and/or other Qualifications

  • Excellent coordination skills as the position will require coordinating with different entities with World Vision to achieve desired outcomes.

  • Self-driven learning – seeks out new technologies, techniques, or tools for humanitarian aid delivery.

  • Proven experience with statistical software to analyze and evaluate complex data (e.g. SPSS, SAS, and STATA).
  • Great Microsoft and Google applications knowledge such as MS Teams, Power Bi, One drive, box, SharePoint, Google Docs and Sheets.
  • In-depth understanding of tools and solutions such as MasterCard Aid, SCOPE from WFP, Global Distribution Tool (GTD) from UNHCR, Horizon, MS teams, One Drive, Box, etc. is a plus.

Required Language(s)

  • Effective written and verbal communication in English preferred.
  • Other UN languages such as French, Arabic, Spanish, Portuguese desirable.

Required travel and/or work environment accommodations

  • Ability to travel to/within domestically and Internationally as required.
  • Work hours are often in excess of 12 hours per day during difficult periods of the response. 
  • Responses are often mounted in insecure or natural disaster-prone contexts, which may disrupt normal work patterns and generate staff safety issues.
  • Work and housing environments may at times be well below normal standards in terms of facilities, equipment, food availability and hygiene.
