The Thales Ottawa office has been a major supplier and long-term trusted partner to DND, enabling the Canadian Armed Forces and the Canadian Coast Guard to achieve mission success.Ottawa, ON., (CAN.), OnsitePosition SummaryThales requires an Engineering Delivery Manager (EDM) is responsible for managing and directly overseeing the technical execution of the project, he/she delivers within the approved budget and schedule. Additionally, the EDM works closely with the Project Design Authority (PDA) and the Project Manager (PM) in order to execute effectively.Key Areas of Responsibility

• Contribute to Bids/Estimates for projects and changes.
• Responsible for the technical program deliverables.
• Define the Engineering team’s WBS and OBS, the engineering lifecycle, the schedule of work and the Engineering Management Plan (includes Software Development Plan); Direct and lead the team to achieve the project stage reviews and milestones to cost, schedule and acceptable quality.
• Provide strong technical leadership to ensure the solution is matured such that it will satisfy the requirements and achieve customer acceptance, accreditation and certification; Manage project and technical risk and opportunity.
• Implement an objective and predictive monitoring regime to enable early identification of issues and risks, and definition of recovery actions to ensure on time acceptable delivery is achieved.
• Ensure that all activities are conducted in a safe manner and that both equipment and personnel safety aspects are properly addressed throughout the Project, in line with Legal and Company requirements.
• Work collaboratively with the wider project team, alliance partner, customer/end-user, functions, suppliers and sub-contractors to ensure the Project Team successfully delivers against commitments to the internal and external customers; Work with the EDM team to deploy best practices and tools tailored for Work Package Management

Minimum Requirements

• Bachelor’s degree in Engineering or Computer Science, or Technical Degree/Diploma.
• 9+ Year of Engineering Experience (with 3+ Years of Technical Management Experience)
• Experience Using the V-Model/Waterfall and/or Scrum Agile to Execute Technical Work; Experience Estimating Technical Work; Experience with Resource Loading; Experience Managing Project Risks; Experience Planning, Delegating and Controlling Technical Work; Experience in Configuration and Data Management

Preferred Qualifications

• Software Development experience in back-end web app software development with Java web services; Software Development experience with REST API creation and/or management.
• Experience in defining and/or implementing Business Process Automation (BPA) flows/processes; Experience with TCDS EDM Tools: Jira, DOORS, Windchill, Palma, PowerBI; Experience Delivering for both Fixed Firm and Time & Material Contracts; Experience Working with In-Service Support Contracts; Experience Following, Creating and Updating Workflows/Processes; Experience in Change Management; Experience Closing Projects
• P. Eng; MBA; PMP
• Agile Scrum Master; Lean Six Sigma Process Management; PROSCI Change Management; Trade Compliance Training.
