                                                         TERMS OF REFERENCE

The purpose of this consultancy is to support Afghanistan country office in comprehensive vaccine management processes encompassing planning and forecasting, utilization, stock oversight, distribution, monitoring, and tracking of vaccines of both routine immunization and Supplementary Immunization Activities. The consultant will support the open mSupply eLMIS roll out at the national EPI, regional and provincial stores. He/She will also be deployed to the field office to ensure quality of vaccines and supply chain management at the sub-national level. The consultant will report to the Immunization Specialist (Cold Chain) UNICEF and will closely coordinate with Immunization Specialist (Program) for specific tasks.

  • Minimum requirements:
  • Education: Master`s university degree is required in Public Health, Business Administration, health system strengthening, Supply Chain Management, logistics or a related field.
  • Work Experience: At least 5 years previous relevant and proven experience in the EPI programme particularly on cold chain or vaccine security.
  • Skills (optional):
  • Proven experience in immunization supply chain system cold chain inventory tool including vaccine eLMIS
  • Familiarity with WHO/UNICEF EVM standards Capacity building of MOH staff and skill transfer experience
  • Strong leadership skills and ability to work collaboratively in multicultural and multidisciplinary teams.
  • Excellent report writing and facilitation skills
  • Language Requirements: Fluency in English (and other language(s) for the region/country if relevant) is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
  • Desirables:
  • Knowledge of local health system context (desirable)
