Position Description

The Enterprise Information Management Analyst position is responsible planning, coordinating, and overseeing eDiscovery projects, including data identification, collection, processing, review, and production., . An Enterprise Information Management Analyst supports and manages projects and consults closely with attorney staff and departments to ensure that eDiscovery projects at the City are created, maintained, secured, accessed, and provided in compliance with the law and the City’s information management program. An Enterprise Information Management Analyst position may be specialized in one or more aspects of the information management program, including:

  • eDiscovery
  • Information retention and management
  • Information storage and retrieval systems

Work Location 

This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office

Job Duties and Responsibilities

Typical Duties include the following:

  • Plan, coordinate, and oversee eDiscovery projects, including data identification, collection, processing, review, and production of electronically stored information (ESI) in response to litigation, investigations, and other legal projects.
  • Coordinate, execute and the implementation, release, and communications surrounding the issuance of legal holds.
  • Conduct legal research necessary to determine legal requirements applicable to data, information systems, and business processes, including determining classification and retention requirements.
  • Consult and advise on ESI agreements or specifications in litigation and other legal projects.
  • Utilize eDiscovery platforms (Everlaw) for data processing and review.
  • Plan and oversee responses to data requests and subpoenas, including efforts to identify, gather, protect, and provide data responsive to data requests as well as affirmative provision of data.
  • Assist the implementation team working on compliance with the MDHR settlement agreement in the collection, maintenance, and production of relevant documentation/data. 
  • Facilitate the collection, processing and production of large amounts of audio-visual ESI and other multimedia. 
  • Help design, evaluate, recommend, implement, and maintain information management-related systems/processes.
  • Develop procedures consistent with the information management program.
  • Advise and audit departmental compliance with Information Management program.
  • Maintain knowledge and awareness of best practices and trends in industry and prepare proposals for improvements.
  • Provide training to end users.

Required Qualifications

Minimum Education 

BA/BS in information management, law, information technology or library sciences is highly preferred. 

Minimum Experience 

Four years of related experience. 

Desirable Education 

A JD or master’s degree is preferred. 

Licenses/Certifications Preferred, not required, depending on the role:

  • Certified eDiscovery Specialist (CEDS) (ACEDS)
  • Certified Records Analyst (CRA) (IGPC)
  • Electronic Records Management Specialist (ERMs) (AIIM)
  • Enterprise Content Management Specialist (ECMs) (AIIM)
  • Certified Associate in Project Management (CAPM) (PMI)
  • Certified Information Privacy Professional (CIPP) (IAPP)
  • Information Governance Professional (IGP) (ARMA)

Equivalency

An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

Selection Process 

The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process. 

Background Check 

The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.

The City has determined that a thorough Minneapolis Police Department criminal background check is necessary for positions with this job title. Union Representation

This position is represented by a collective bargaining agreement between the City of Minneapolis and the Minneapolis Professional Employees Association (MPEA).

Eligible List Statement

The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire three months after it has been established.

Interview Selection

The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate’s education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

Knowledge, Skills and Abilities

  • Good end-to-end understanding of the eDiscovery process.
  • Familiar with eDiscovery document review platform(s) (Everlaw, Relativity, Logickull, etc).
  • Strong technical knowledge. 
  • Familiarity with civil litigation process and procedures.
  • Knowledgeable about the diverse operations of the City, ranging from public safety to finance, to public works is desirable. 
  • Ability to apply legal precedent to complex fact situations.
  • Strong interpersonal skills
  • Ability to efficiently manage multi-departmental projects to completion.
  • Ability to understand and communicate complex legal and technological concepts to leadership, staff, and the public. They function at an intersection of law and technology and must be able to facilitate communications across these disciplines.
