Position Description

The City of Minneapolis is hiring an Enterprise Information Management Analyst (EIMA) supervisor. EIMAs support the implementation, maintenance and supervision of the city’s information management program.

This open position supports the City of Minneapolis’s public records requests program, ensuring the City responds to requests for data under the MN Data Practices Act. In this role, you will lead a team of EIMAs and be responsible for establishing and maintaining procedures, directing work, and ensuring outcomes. As a working supervisor, you will support larger, more complicated, higher profile, or sensitive projects. You will serve as the first level of escalation for your team, handling novel legal or factual situations. You will assist management with setting and achieving program goals.

Job Duties and Responsibilities

  1. Serve as project or process manager. Establish and maintain processes, standards, and training.
  2. Ensure the quality and output of the teams work and the related business process.
  3. Supervise a team of specialists working in a departmental business process, including performance management and work direction. Handle the administrative functions for their team, such as time management, HR and IT needs.
  4. Support the development, maintenance, and execution of program goals and objectives at the direction of the Manager and Director.
  5. Represent division on enterprise workgroups, including chairing workgroups.
  6. Develop and lead trainings for department and external groups.
  7. Data privacy and access focused positions:
  • Support the City’s response to requests for information under Minnesota’s public records laws, including the Minnesota Government Data Practices Act
  • Plan and oversee data transparency projects, including efforts to identify, gather, protect, and provide data responsive to data requests as well as affirmative provision of data. Direct the response to complex data requests, such as those involving risk of litigation or complex coordination of multiple components, in cooperation with team members
  • Direct the work of a business line in accordance with program objectives
  • Advise data requestors about the request process and outcomes
  • Advise City staff on their departmental records management processes and internal and external data access

Required Qualifications

MINIMUM EDUCATION:

JD or Master’s degree in Information management, law, information technology, or library sciences, data practices. Additional management experience beyond the required amount may substitute for some education.

MINIMUM EXPERIENCE:

Five years of related experience, including supervisory experience.

DESIRED EXPERIENCE:

Analyzing laws and legal frameworks; applying them to fact situations; e-discovery experience; reviewing large volumes of data/documents, including sensitive data, and making classification/relevancy assessments. Development and consultation on policies or organizing implementation of policies related to records. Experience leading staff, projects, or functions. Supervisory experience. Working with staff at all levels to ensure outcomes. 

LICENSURE:

Requires completion of an Information Governance Professional (IGP) certification within one year after hire, or an equivalent alternative, based on the specific role. Related professional certifications may also substitute for coursework. Related certifications include:

  • Project management certifications
  • Information management or records management certifications
  • E-Discovery certifications (e.g., ACEDS)
  • Privacy certifications (e.g., CIPP)

SELECTION PROCESS: 

The selection process will consist of the following step: a rating of relevant education and experience (100%). ELIGIBLE LIST STATEMENT: 

The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire two (2) months after it has been established.

INTERVIEW SELECTION: 

The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate’s education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

Knowledge, Skills and Abilities

  1. Comfortable working closely with and leading a team responsible for information management functions (processing data requests or reviewing data created within the City enterprise). This includes supervision, performance management, maintaining procedures, monitoring and ensuring quality, giving work direction, providing training and feedback, making decisions impacting the team, and escalating issues from the team to the division’s leadership.
  2. Have job experience applying the MN Government Data Practices Act, official records act, as well as laws and regulations, judicial and advisory opinions relating to information management.
  • The MN Government Data Practices Act is a complex and specialized statute, unique to MN. It is extended by hundreds of rulings that make interpretation challenging. It is rare to have more than cursory experience with it. Unlike similar positions in county or state agencies, City staff must be knowledgeable about the entire act and the diverse operations of the City, ranging from public safety to finance, to public works. An EIMA III – Supervisor must be capable in applying the MN Government Data Practices Act to complex fact situations in quick and legally defensible way.
  1. Able to interact with the public, build strong trust and working relationships with internal clients while maintaining the authority to audit and enforce the City information management program. They will represent an overall business unit and all the functions and work within it.
  2. Have strong technical knowledge. Although not an information technology role, the Enterprise Information Management Analyst must be able to understand the operations of key information technology systems in order to create effective search, collection, and management strategies. The role also requires familiarity with enterprise content management systems and ediscovery (collection and review) software, including Office 365 Security and Compliance Center and ediscovery review platforms such as Everlaw or Relativity.
  3. Able to understand and communicate complex legal and technological concepts to the teams and to leadership, staff, and the public. They must be able to take the input of their team and convey their needs and issues to management.
