Job Title: Environment/Energy Analyst

Department/Location: USAID/Ecuador- Quito, Ecuador

Reports To: ISPI Project Manager

Type: Consultancy 6 months, with possible extension to 1 year

Clearance Required: Facilities Access, applied for upon hiring

Overview:

On behalf of USAID/Ecuador IBTCI is seeking an Environment/Energy Analyst consultant. The consultant’s primary task will be to support day-to-day implementation of USAID/Ecuador’s Environment and Energy programming.

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Contribute technical expertise to USAID/Ecuador in one or more of the following topics: biodiversity conservation, natural climate solutions/sustainable landscapes, tropical forestry, ocean plastics, fisheries, renewable energy, water, sanitation and hygiene, economic growth, agriculture, or related fields.
  • Support the integration of private sector engagement (PSE) and/or local development into USAID/Ecuador’s Environment and Energy programming.
  • Support the design, procurement and implementation of USAID/Ecuador programming.
  • Meet with USAID/Ecuador implementing partners.
  • Assist in designing, planning, implementing, monitoring, evaluating, coordinating, and reporting on activities to ensure they are efficiently and effectively implemented in a manner that achieves the objectives of USAID/Ecuador while also providing mentorship to team members in these areas.
  • Liaise with USAID/Washington, Embassy Quito, and cognizant members of the USG community.
  • Participate in USAID/Ecuador staff meetings and prepare documentation (e-mails, cables, reports) on environment and energy initiatives.
  • Assist ENVE staff in assembling briefing materials/scene setters, event memos for the U.S. Ambassador, Mission Director, and other high-level officials representing the U.S. Government at USAID events.
  • Contribute to annual planning and reporting requirements, including Operational Plans; Performance Plans and Reports, budgetary and financial documents, and portfolio reviews.
  • Provide input on Washington taskers.

Deliverables

  • Advise design processes for new USAID/Ecuador activities, funded by Sustainable Landscapes, Biodiversity, or Clean Energy.
  • Draft key procurement documents for new USAID/Ecuador activities, funded by Sustainable Landscapes, Biodiversity, and/or Clean Energy, including, but not limited to: program description, activity approval memo, Initial Environmental Examination, and others.

Qualifications

Minimum Requirements:

  • Enhanced analytical skills and the capacity to conduct thorough desk research.
  • Experience designing, managing, and/or evaluating USAID projects involving multi-year timeframes and multiple staff.
  • Excellent oral and written communication skills and the ability to communicate effectively with a wide range of people.
  • Must work well with others, be able to multitask; and have strong problem solving, organizational, and time management skills.
  • Experience with USAID’s program cycle, processes, compliance, and project workflows.
  • Familiarity with the Google and Microsoft suites of applications (Gmail, Google Docs, Google Sheets, and Google Slides, calendars; Excel, Word, PowerPoint calendars; etc.) and Adobe, including the ability to create and edit PDF documents for electronic signature.

Education:

  • Bachelor’s degree in political science, public policy, international development/relations, environmental science or policy, coastal and marine management, natural resources management, climate change, renewable energy, agriculture, business, economics, community development, etc., plus 3 years of relevant experience (preferably working in a developing country context); or
  • A Master’s degree in political science, public policy, international development/relations, environmental science or policy, coastal and marine management, natural resources management, climate change, renewable energy, agriculture, business, economics, community development, etc., plus 1 year of relevant experience (preferably working in a developing country context).

Preferred Knowledge, Skills and Abilities:

  • Experience working with Indigenous Peoples and local communities is a plus.
  • Spanish language skills are an advantage but not required.

Working Environment: Work is typically performed in an office environment.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does not have supervisory responsibilities.

Travel: International travel may be required and may include travel to fragile and/or conflict-prone zones.

Work Authorization: Candidate must be authorized to work in the United States.

Pay Transparency Statement: We are dedicated to ensuring a thoughtful, compliant, and equitable approach to employment compensation. Our commitment includes conducting a comprehensive salary analysis that considers individual skill sets, qualifications, business needs, internal compensation data, and industry and labor market surveys. The anticipated pay range for this position is $450-$656 daily.
