Project Overview

Meeting Targets and Maintaining Epidemic Control (EpiC) is a global health initiative project funded by United States Department of State (DoS) for the period of 2019–2027.

The project receives Global Health Security funding to strengthen global, regional, and local public health systems, building on broad experience and existing capabilities that align with GHS priorities, National Action Plans for Health Security (NAPHS), and US Government goals.

EpiC is led by FHI 360 with core partners Right to Care (RTC), Palladium International, and Population Services International (PSI), and draws upon regional and local partners. The project delivers high-quality technical assistance at the community, facility, district, regional and national levels, and builds relationships with relevant partners working to address health security issues. Our ability to respond quickly to program, technical and procurement needs leverages our deep bench of country-based clinical, program, and community experts.

Among the most urgent priorities to prevent, detect, and respond to public health threats related to emerging infectious disease include:

1) Provide support to Moldova’s National Agency for Public Health (NAPH) to strengthen the Public Health Emergency Operating Center systems;

2) Conduct a landscape assessment of the Moldova Digital Health and Data Sharing policies focused on outbreak and infection surveillance and reporting.

The project is seeking to recruit a part-time Legal and Regulatory Consultant for EpiC Moldova. This is a local hire and moving expenses or expatriate allowances are not associated with the position. The position is based in Chisinau, Moldova, and the estimated level of effort is 10 consultancy days.

Tasks:

  • Work closely with the Moldovan team to:
  • gain an understanding of the present digital health regulatory environment.
  • review national laws and regulations related to computerization and state information resources, data exchange and interoperability, cyber security, personal data protection, in the context of digital health.determine any loopholes in the current laws.record the scope of potential regulatory interventions to effectively address digital health challenges.
  • Conduct a legal and regulatory analysis and determine the resources required for effective implementation of new regulations.
  • Review EU requirements and international best practices to guide regulatory improvements and ensure compliance with updated regulations.

Deliverables:

1. Legal and regulatory analysis of digital health landscape and data sharing in Moldova (English and Romanian).

a. National laws and strategies

b. Sectoral regulations

2. Legal and regulatory analysis of alignment with international and EU standards (English and Romanian).

a. EU Acquis (EU directives/regulations and GDPR)

b. WHO/ECDC standards .

Qualifications and experience:

  • Advanced university degree in law, policy administration, or another relevant social science field.
  • Progressively responsible experience in legal positions or equivalent experience with an international donor organization, a U.S. government agency, a law firm, or another international/local organization.
  • Proven experience in assessing legal and regulatory frameworks in Republic of Moldova at the national level.
  • Demonstrated experience in analyzing laws and regulations that may have an influence on public health, antibiotics flow and use, primary health and hospital services.
  • Demonstrated experience in conducting key informant interviews, and documenting findings from interviews in reports.
  • Experience in building consensus among a variety of stakeholders about legal questions and findings.
  • Consultancy experience in multiple countries will get preference.
  • Detail-oriented and deadline-driven with strong organizational skills and ability to work in a dynamic and agile environment with changing requirements and priorities.
  • Skilled and competent in the use of Microsoft Office applications.
  • Ability to speak, read, and write Romanian and English is essential.
  • Strong written English as demonstrated in analytical reports, articles, or other publications related to the law.
