1. Organisational context

Organisational setting:

Specialist – Project Manager Buildings & Infrastructure is located in the Governance Directorate Strategic Housing Roadmap Team in the Governance Directorate.
The Governance Directorate is responsible for supporting and assisting Europol Management and the rest of the organisation by providing advice and maintaining strategic links with relevant EU bodies and law enforcement agencies of the Member States. Maintaining close cooperation with other directorates, particularly on key corporate matters and monitor business planning and performance management, are also among the Directorate’s task. Additionally, the Governance Directorate is responsible to ensure Europol’s physical and information security and business continuity.
The Strategic Housing Roadmap Team is positioned under the direct management of the Deputy Executive Director Governance and the Programme Executive. It ensures that all temporary and permanent housing initiatives follow the same organisational requirements, standards and principles. It focuses on establishing a consistent and efficient management of resources, risks and budgets across all housing projects, in close cooperation with, involvement and support of all cross-horizontal organisational entities. It also provides oversight, accountability and confidence and provides support with the aim to offer effective decision-making processes and to ensure the Programme delivers the intended benefits towards the organisation.

Purpose of the post:

The Specialist – Project Manager Buildings & Infrastructure is responsible for managing Europol housing, building, and infrastructure-related projects. The role involves ensuring effective and efficient project and contract management, with focus on delivering projects within the agreed scope, budget and timeframe.

Reporting lines:

The incumbent reports to Deputy Executive Director Governance Directorate.

2. Functions and duties

The incumbent carries out the following main functions and duties:

Manage the complete lifecycle of the implementation of building/infrastructure projects in accordance with project governance standards;
Define the scope of projects, develop plan in coordination with stakeholders, and ensure timely delivery of all required project management products and deliverables;
Recommend technical solutions aligned with organisational objectives and operational requirements;
Coordinate and manage required approval processes with the governance bodies of the host state;
Collaborate with relevant managers to secure and allocate resources for successful project execution;
Manage project communication, ensuring clear, consistent and timely information flow with all stakeholders;
Lead procurement processes for project-related products and services in compliance with procurement rules, coordinating closely with relevant corporate functions;
Manage project budgets, perform necessary financial procedures and prepare accurate and timely financial reports;
Perform any other duties in the area of competence as assigned by the line management.

3. Requirements – Eligibility criteria

a. Candidates must

Be a national of one of the Member States of the European Union and enjoy full rights as a citizen;
Have fulfilled any obligations imposed by the applicable laws on military service;
Produce appropriate character references as to his or her suitability for the performance of the duties;
Be physically fit to perform the duties pertaining to the post as further specified in Article 13 of the Conditions of Employment of Other Servants of the European Union (CEOS);
Produce evidence of a thorough knowledge of one of the languages of the Union and a satisfactory knowledge of another language of the Union to the extent necessary for the performance of the duties.
b. Candidates must have

A level of education which corresponds to completed university studies of at least three years attested by a diploma;
OR

Professional training of an equivalent level in a relevant area and after having completed the training, at least the number of years of relevant professional experience as indicated below:

In addition to the above at least 3 years of total professional work experience gained after the award of the diploma.

4. Requirements – Selection criteria

a. Professional experience
Essential:

Experience in managing building and infrastructure projects;
Experience in applying structured project management methodologies, such as Managing Successful Programmes (MSP), PRINCE2 or Project Management Professional (PMP);
Experience in engineering activities or technical background in large construction/refurbishment projects, including implementation of building systems and infrastructure;
Experience in understanding, reviewing, interpreting and managing architectural and technical documentation.
Desirable:

Experience in managing projects involving multiple sourcing models including multidisciplinary design approaches, systems integration, and partially or fully outsourced development;
Experience in business continuity management, including development, evaluation of strategies, methods and frameworks;
b. Professional knowledge
Essential:

Knowledge of project and/or programme management methodologies;
Knowledge of building systems, including electrical and mechanical installations, technical infrastructures, business continuity systems and data centres;
Knowledge of project planning tools, financial and resource management;
Ability to develop project requirement documents and supporting technical specifications for buildings and infrastructure projects.
Desirable:

Project management certification or qualification, such as MSP, PMP or PRINCE2.

d. Additional conditions:

Fulfil the condition stipulated in Article 5 of the Decision of the Executive Director on the Duration of contracts of employment for Temporary Agents, on the start date of the possible contract of employment which may be offered.
