The Evaluation and Capacity Development Manager will lead the workstream of Evaluation and Capacity Development within the GCF Secretariat’s Department of Monitoring, Evaluation and Learning (DMEL), comprising of evaluation specialists, monitoring specialists and capacity development specialists. The workstream enhances the ability of the Fund to undertake rigorous, systematic, and credible self-evaluations geared towards improving the overall performance of GCF portfolio in terms of effectiveness, efficiency and impact. Additionally, the Manager will be responsible for leading the internal and external capacity development initiatives on issues pertaining to Monitoring, Evaluation and Learning of GCF funded activities on mitigation, adaptation and privates sector facility, the readiness programme and the project preparation facility. This workstream contributes to the overall accountability, transparency, and credibility of the Fund through: i) managing and or commissioning self-evaluations to fulfill the Secretariat’s needs for monitoring and evaluation; ii) supporting the capacity development initiatives necessary for the implementation of the Monitoring and Accountability Framework (MAF) of Accredited Entities (AEs); iii) receiving and reviewing the evaluations conducted by the Accredited Entities in compliance with the GCF Evaluation Policy; iv) enhancing the use of self-evaluation for improved performance and decision making; v) promoting and culture of results and learning throughout the GCF ecosystems of stakeholders.
- Systematically identify evaluation needs to improve the effectiveness and overall operational performance of the Fund as well as its ultimate impact on people and planet.
- Develop new programmes for monitoring, evaluation and learning capacity development for internal audiences within the GCF Secretariat, with a particular emphasis to support the regional presence and country programmes.
- Lead the revision of the Monitoring and Accountability Framework (MAF) for Accredited Entities (AEs) for improved effectiveness and impact of GCF funded operations within the Funded Activities, Readiness Programme, and Project Preparation Facility.
- Develop programmes for monitoring, evaluation and learning capacity development for external audiences to the GCF Secretariat, with a particular emphasis on Accredited Entities, Direct Access Accredited Entities, Nationally Designated Authorities and Delivery Partners.
- Provide thorough and actionable methodological guidance on and assessments of climate rationale, Theories of Change, indicators, measurement, reporting and verification systems as articulated in concept notes and funding proposals at various stages of development.
Engagement:
- Build internal and external partners’ competencies with respect to best practices in Monitoring, Evaluation and Learning methodologies to ensure that they are capacitated to deliver transformational and measurable/monitorable investments for more impactful climate action.
- Network and actively engage with peer institutions, communities of practice, accredited entities, nationally designated authorities, delivery partners and executing agencies to disseminate learnings and to acquire timely information with respect to MEL policies, tools, best practices.
- Advise internal and external partners on current MEL best practices on elements such as using realistic benchmarks and standard methodologies for measuring effectiveness of investments in adaptation and mitigation programmes.
Delivery:
- Update MEL approaches to evaluate and assess the relevance, effectiveness, efficiency and impact of Funding Proposals and Readiness Grants and work to build consistency in project/programme outputs, outcomes and impact.
- Lead efforts to improve data analytics including the identification of trends, causality and projection of expected and actual results.
- Design MEL tools and processes to evolve and maintain their responsiveness to evolutions in the field, GCF policies, and stakeholders needs.
- Generate knowledge management products on MEL such as handbooks, toolkits for indicators, methodologies for calculation; lessons learnt; webinars, etc for internal and external use.
Requirements Education, experience, technical competencies required:
- Masters level in economics, finance, business administration, sustainable development, climate policy, environmental sciences, or related fields; Bachelor’s degree in similar fields with an additional two (2) years of relevant experience may be considered in lieu of the Master’s degree requirement.
- A minimum of eleven (11) years of relevant work experience in evaluation, monitoring and learning of development or climate related programmes.
- Outstanding interpersonal, communications, listening, relationship management, collaborative, and negotiation skills.
- A team-player with a proactive, solution-oriented and can-do attitude.
- Strong M&E design skills.
- Proficiency in applying evaluation mix-methods, econometric models in complex climate change projects.
- Strong competence and professional skills in standard software such as Excel, Word, PowerPoint, Outlook, and Access.
- Experience in using analytics and statistical software packages, and database management systems.
- Excellent written and oral communication skills in English are essential for this position; knowledge of another UN language an advantage.

- Ability to articulate complex issues verbally and in writing in a concise manner.
