Purpose of consultancy:
Since 2016, UNFPA APRO, with support from the Australian Department of Foreign Affairs and Trade (DFAT), has implemented the kNOwVAWdata initiative – a multi-year programme that aims to provide technical support and sustainable capacity building, enabling countries to undertake VAW prevalence studies in an ethical and scientifically robust way, in particular by using internationally recognized, best practice survey methodologies.
As the second phase of kNOwVAWdata concludes in 2025, an endline evaluation of Phase II is to be conducted in line with the 2024 UNFPA Evaluation Policy and the UNFPA Evaluation Handbook. The evaluation will be conducted by an independent external evaluator with overall responsibility for carrying out the evaluation exercise.
Scope of work:
The evaluation consultant will hold the overall responsibility for the design and implementation of the evaluation. S/he will be responsible for the production and timely submission of all expected deliverables in line with the Evaluation Terms of Reference (to be provided to the sucessful candidate, after the selection of consultant is complete).
S/he will lead and coordinate the work of the evaluation and ensure the quality of all evaluation deliverables at all stages of the process. UNFPA will provide methodological guidance to the evaluator in developing the design report, in particular, but not limited to, defining the evaluation approach, methodology and work plan, as well as the agenda for the field phase. S/he will lead the drafting and presentation of the design report and the draft and final evaluation report, and play a leading role in meetings with the Evaluation Reference Group (ERG) and APRO. The evaluation consultant will also be responsible for communication with UNFPA APRO.
The objectives of this evaluation are:
1. To provide the UNFPA APRO, regional stakeholders and rights-holders, UNFPA Headquarters as well as a wider audience with an independent assessment of the kNOwVAWdata Initiative Phase II (2021-2025).
2. To broaden the evidence base to inform the design and implementation of the next phase.
3. To provide an independent assessment of the relevance, coherence, effectiveness, efficiency and sustainability of UNFPA support.
4. To draw key conclusions from past and current cooperation and provide a set of clear, forward-looking and actionable recommendations for the next phase.
Duration and working schedule:
The total duration of the consultancy will be up to 65 work days to be utilised between July to 15 December 2025.
Place where services are to be delivered:
The consultancy is expected to be home based with possible travel to on selected site for data collection.

The payment terms will be lump sum (equivalent of 65 working days at daily fee) to be paid in three instalments as follows:
Note that no payment will be processed until the corresponding deliverables are formally accepted and approved by UNFPA APRO.
All agreed travel related costs for any field visits will be paid separately and in accordance with UNFPA’s travel policy.
Monitoring and progress control, including reporting requirements, periodicity format and deadline:
The Evaluation Consultant will be expected to conduct the first level of quality assurance for all evaluation products prior to their submission to UNFPA.
UNFPA recommends that the evaluation quality assessment checklist is used as an element of the proposed quality assurance system for the draft and final versions of the evaluation report. The main purpose of this checklist is to ensure that the evaluation report complied with evaluation professional standards.
APRO GBV and Harmful Practices team and APRO Regional Monitoring and Evaluation Advisor will provide a second level of quality assurance.
Finally, the evaluation report will be subject to assessment by an independent evaluation quality assessment provider using an evaluation quality assessment grid. The evaluation quality assessment grid will be published along with the evaluation report on the UNFPA evaluation database.
A work plan/delivery monitoring schedule will be determined by APRO and the Consultant at the outset of the consultancy. A tracking sheet will be used to note progress against the TOR deliverables and deadlines.
Supervisory arrangements:
APRO Gender-based Violence Adviser will be the overall manager of the consultant. APRO Technical Lead on VAW data will provide day to day management. The Regional Monitoring and Evaluation Advisor will provide quality assurance (in line with the UNEG Norms and Standards and Ethical Guidelines).
Expected travel:
One or two field visits may be required. Field visit locations will be selected from the countries where the kNOwVAWdata Initiative has supported the conduct of VAW prevalence surveys. If travel is required, the associated expenses will be paid in accordance with the UNFPA Duty Travel Policy, using applicable United Nations DSA rates for the place of mission. Travel costs will be settled separately from the consultancy fees.
Qualifications and Experience:

Master’s degree in public health, social sciences, demography or population studies, statistics, development studies or a related field.

The consultant is expected to provide all necessary equipment to complete the evaluation (computers, software, phone etc.). UNFPA GBV and Harmful Practices Team will provide all relevant background information regarding the kNOwVAWdata Initiative, as well as play a coordinating role for the evaluation.
Mandatory required documents to provided to UNFPA for successful candidate:
The successful candidate will be required to provide the proof of education credentials verification, such as the notarized diploma or notarized document of the highest education degree to UNFPA.
