BACKGROUND

The WFP Caribbean Multi-Country Office covers 22 countries and territories in the English and Dutch-speaking Caribbean and also works with regional bodies including the Caribbean Community (CARICOM), the Caribbean Disaster Emergency Management Agency (CDEMA), the Organization of Eastern Caribbean States (OECS) and others. Since establishing the office in 2018, WFP has emerged as a thought leader in several areas, including shock-responsive social protection (SRSP), linking disaster risk financing mechanisms with SRSP, and food security analysis. Building on a strong research and evidence agenda, as well as partnerships with multiple governments to expand social protection support during COVID-19, WFP Caribbean is working in partnership with multiple governments and CDEMA to strengthen emergency preparedness and resilience in the face of shocks, including through social protection, disaster risk management and food systems. WFP’s skills on data, analysis and digitalization are a cornerstone of WFP’s capacity strengthening efforts with governments and regional institutions.

PURPOSE OF THE ASSIGNMENT

This role supports WFP Caribbean’s assessment and analysis with government and regional partners to strengthen emergency preparedness and response capacities and respond to emergencies as needed. It focuses on analytical and data processes related to rapid risk and impact assessments, data collection, and disaster preparedness and response. Key responsibilities include developing, reviewing and digitalizing data collection tools, managing data, ensuring data quality, simulating field assessments, conducting vulnerability analyses, targeting, beneficiary registration and verification, GIS spatial and remote sensing data analysis and mapping, and providing training. The specific needs will be defined from these related to the context.

ACCOUNTABILITIES/RESPONSIBILITIES (not all-exclusive, nor exhaustive)

CST 1 level

1. Contribute to the development of VAM projects and activities, plans and processes, ensuring alignment with wider WFP policies and guidance.

2. Support the development of systems and tools for the monitoring and assessment of food assistance needs in line with innovative methodologies and best practice.

3. Support the development of food security and vulnerability analysis and the preparation of timely reports on food assessment needs in line with wider VAM policies, processes and guidance to enable effective decision-making on the development of country strategy, policies and programmes.

4. Provide assistance on the coordination of data gathering and monitoring systems ensuring that rigorous quality standards are maintained.

5. Liaise with implementing partners (internal and external) to monitor ongoing projects, ensuring effective collaboration, timeliness and efficiency and highlight potential risks to project delivery.

6. Support the capacity building of WFP staff, partners and national government to conduct vulnerability analysis to effectively inform preparedness and response activities.

7. Provide support to relevant partners that are focusing on food security and nutrition issues to enable sharing of experience, lessons learned and best practice.

8. Guide and supervise more junior staff, acting as a point of referral and supporting them with analysis and queries.

9. Act in an assigned emergency response capacity as required to meet emergency food assistance needs.

10. Other as required.

CST 2 level

1. Provide technical advice and support WFP and its partners on matters pertaining to food security and nutrition strategies, policies, programmes, and facilitate the timely and productive use of related outputs in a manner that complies with WFP standards and processes.

2. Contribute to the development of systems and tools for the monitoring and assessment of food assistance needs in line with innovative methodologies and best practice.

3. Manage and/or conduct food security, nutrition, markets and resilience analysis and prepare timely reports on needs in line with wider VAM policies, processes and guidance to enable effective decision-making on the development of country strategy, policies and programmes.

4. Keep up to date with and advise on relevant developments and issues and the potential impact upon WFP activity to enable timely and appropriate programme evolution and intervention.

5. Contribute to the development of programme activities, providing technical analysis, interpretation and recommendations to facilitate food assistance needs to be met effectively.

6. Provide coaching and guidance to VAM staff as required to ensure appropriate development and enable high performance.

7. Support the monitoring and evaluation of WFP activities, providing technical analysis, interpretation and information as required to support the assessment of activity impact.

8. Represent WFP during meetings with partners to contribute to technical discussions, ex

change of knowledge and experience, and seek for appropriate interventions (based on an evidence base), and areas for potential collaboration.

9. Build capacity of WFP staff, partners and national government to conduct analysis on food security, nutrition, markets, resilience, and related topics to effectively inform policies and programmes.

10. Provide support to relevant partners that are focusing on food security and nutrition to enable sharing of experience, lessons learned and best practice.

11. Act in an assigned emergency response capacity as required to meet emergency food assistance needs.

12. Other as required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Previous professional experience with UN agencies and the World Food Programme in emergency response, preparedness and shock-responsive social protection;

• Strong familiarity with WFP Caribbean’s VAM and capacity-strengthening initiatives in the Caribbean;

• Experience directly working in Small Island Developing States on capacity strengthening for data and analysis, preferably in the Caribbean;

• Experience in developing and testing tools and protocols related to beneficiary registration, targeting, verification, monitoring;

• Experience carrying out remote surveys on food security, monitoring and livelihoods;

• Demonstrated proficiency in the use of statistical tools and methods for food security analysis (SPSS, STATA etc);

• Demonstrated proficiency in the use of data management, digital data collection, and visualization tools such as Moda, Tableau and advanced knowledge of excel;

• Experience training enumerators on digital data collection tools;

• Experience and skills in the application of GIS/satellite data analysis & visualization;

• Developed practical expertise in food security analysis and mapping by participating in multiple assessments in countries with governments and other stakeholders, including the design, data collection and analysis;

• Demonstrated technical knowledge and understanding of WFP vulnerability mapping systems, targeting, verification, vulnerability profiling and emergency assessment standards;

• Experience working in partnership with governments

STANDARD MINIMUM ACADEMIC QUALIFICATION

Education:

Advanced University degree in Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography or other related field, or First University degree with additional years of related work experience and/or training/courses.

Years of Relevant Experience:

Level 1: 3-5 years of relevant professional experience

Level 2: 6-10 years of relevant professional experience

Languages:

Fluency in both oral and written communications in English. Intermediate knowledge (level B) of a second UN language would be an asset
