Terms of Reference

Title of project: GBV Safety Net for Refugees in Slovakia

Purpose of project:

Since the start of the war in Ukraine, Slovakia has seen a rapid influx of persons fleeing hostilities and seeking protection. More than one million of individuals from Ukraine and Third Country Nationals (TCNs) have crossed the borders into Slovakia, 84% of whom are women and children. Individuals also include older people, persons with disabilities, and those with urgent health care needs. The risks of Gender-Based Violence (GBV) in emergencies were highlighted from the onset of the crisis, amongst other factors, given the proportion of women and girls comprising the new arrivals; the context of informal and/or private accommodation arrangements, along with the risks identified with reception, transit facilities and accommodation centers.

UNHCR Slovakia is planning to carry out an ad hoc GBV Safety Audit focusing on temporary protection holders and asylum seekers which is a proactive measure to assess and understand the risks and gaps in the current system.
Based on the outcomes of the Safety Audit, UNHCR Slovakia will be able to assess and monitor the overall safety, adequately plan prevention, mitigation, and response GBV programming within a Slovakia setting, and identify programming that requires adjustment.
Beyond evidence-informed programming, we expect the audit to serve as a base for advocacy, coordination, and partnership with local governments, GBV stakeholders and service providers. Additionally, the Safety Audit will help to foster collaboration with and within communities to address GBV risks, strengthen response, and improve recommendations.

Purpose and Scope of Assignment:

The consultant will play a crucial role in conducting the Gender-Bases Violence Risk Assessment among refugee population in Slovakia.

Objectives:
• to better understand risk factors, the types and extent of GBV in the specific
context of Slovakia.
• to collect information on the perception of safety around GBV risks and to
identify high-risk factors in the vicinity of refugees.
• to hear refugees’ views on strategies to improve safety and minimize GBV
risks in their communities.
• to identify gaps in services and resources.
• to receive feedback on access to services and service delivery.
• to use the data for evidence-based programming and advocacy.

Methodology:
• Four focus group discussions (FGD) in different regions of Slovakia
supported by an online survey conducted via UNHCR’s social media
communication channels. One focus group specifically focused on the GBV
risk of LGBTI+ people.
• Five key actors’ interviews (KAI) with GBV case managers and humanitarian
workers will also be executed.

Output requested:

Report on GBV safety audit and set of recommendations based on the audit outcomes, in 2 language mutations: Slovak and English.

Tasks and responsibilities of the consultant:

• To develop the methodology for FGD and KAI based on the UNHCR’s
GENDER-BASED VIOLENCE: Safety Audit Toolkit (will be provided by signing
the contract).
• To discuss the methodology with UNHCR’s Slovakia GBV and community-
based protection staff.
• To conduct 4 FDGs in different regions of Slovakia; specific locations and
target groups will be agreed with the UNHCR office.
• To draft a report based on the FGD outcomes, max 20 to 30 pages, in
English.
• To develop a set of recommendations based on the report.
• To introduce the draft report with recommendations to UNHCR staff (in
English) and discuss the final version. The scope of the project shall be
max 40 pages.
• To deliver the final report approved by UNHCR staff in English and Slovak,
latest by the December 15.

The consultant will work closely with UNHCR GBV and community-based protection staff based in the national office in Slovakia.

Required level, qualifications and work experience

Education:
• University degree (minimum Master’s degree) in a relevant field such as social
science (research), gender studies, political science, human rights, social work
or related topics.
• Good knowledge of Gender Based Violence in Humanitarian Settings and
Refugee Settings as demonstrated by previous work experience.

Work Experience:
• At least 5 years of relevant work experience for applicants with post-graduate
university degree including at least 2 years of experience working on GBV
preferably in a humanitarian/forced displacement context;
• Very good understanding of GBV in context of humanitarian and/or
displacement settings is essential;
• Experience in qualitative research techniques;
• Experience in writing accessible, reader-friendly guidance.

Key Competencies
• Required: Organizational and planning skills, excellent research,
writing/drafting skills, analytical thinking, excellent English and Slovak;
• Required: conversant with MS Word, SharePoint, PowerPoint, Excel (data
visualization skills an asset) and can competently use platforms to hold online
meetings

The consultancy will be home-based but at least 2 travels within the Slovakia.

The consultancy fee will be agreed based on prevailing UNHCR rules and procedures depending on the experience and qualifications of the successful candidate.
