EY Business Consulting – Healthcare Consulting – Healthcare Operations – Senior Consultant

Our objective is to support healthcare clients across MENA region to improve performance, quality, patient experience and cost efficiency by designing and delivering end-to-end transformation programs spanning around operating model, clinical and non-clinical operations, service design, strengthen governance, digital enablement and building capabilities for long term performance.

The client base spans across public and private healthcare sector which includes government entities, regulators and private healthcare providers.

The opportunity

We’re looking for Senior Consultant with expertise in Healthcare Sector – Healthcare Operations to join the group of our Business Consulting Team to work with business clients and project teams to support on delivering client engagements on and building a strong pipeline by developing technical proposals collaborating with MENA stakeholders.

Key responsibilities

As a Senior Consultant, you will be part of a team of professionals with extensive Healthcare consulting and industry experience. Typical role representation would include supporting on client engagements related to healthcare consulting. Drawing on your knowledge and functional acumen, you will also be involved in creating innovative insights for clients, suggesting methods and practices to optimise their processes, improving operations and creating new sources of value, and contribution to thought leadership. You are also expected to contribute to stakeholder meetings and build winning technical proposals in response to the Tender and/or Requests for Proposal (RFPs) from business clients.

An important part of your role will be to actively perform research, establish, maintain and strengthen internal and external relationships. This job responsibility will require you to travel and be on client site in MENA region particularly Middle East.

Specific responsibilities include but are not limited to:

  • Work on client engagements focused on healthcare transformation, target operating models, and operational optimization/re‑engineering
  • Lead care pathway redesign, SOP creation, and clinical process re‑engineering to improve quality, efficiency, and patient experience
  • Support creation of policies, operating models and governance structures for integrated care systems, clinical networks, and health programs
  • Prepare business cases, investment roadmaps, service expansion models and health system transformation plans
  • Conduct assessments of current healthcare operations, workflows and care pathways to identify bottlenecks, variations, and gaps
  • Conduct service strategy, demand–capacity modelling, clinical workforce optimization, and load‑balancing assessments
  • Support healthcare privatization and PPP initiatives, including development of contracting frameworks, performance‑management structures, and transition execution plans
  • Support development of PPP contracting structures, including service specifications, SLAs, KPIs, performance‑linked payment models, and regulatory compliance requirements
  • Assist in designing risk‑sharing mechanisms between public authorities and private operators, covering operational, financial, and clinical risks
  • Support design and implementation of decentralized/hybrid care models, including home care, remote monitoring, virtual care hubs and community‑based services
  • Support clinical supply chain transformation, including end‑to‑end traceability, quality controls, cold chain assurance, and logistics optimization
  • Develop implementation roadmaps aligned with client’s business needs and industry best practices
  • Leverage AI and digital tools to deliver advanced analytics and automation for processes to improve healthcare outcomes
  • Develop and implement frameworks for healthcare outcomes tracking and value‑based performance dashboards
  • Use data‑driven insights, benchmarking and analytics to measure improvement, identify deviations, and support governance bodies
  • Understand client’s business objectives, healthcare challenges and opportunities for improvement
  • Work closely with key stakeholders and lead, design and develop winning technical proposals for tenders and RFPs
  • Build, maintain and strengthen working relationships with business stakeholders and clients
  • Liaise with internal teams to help identify healthcare opportunities and support business development
  • Ensure consistency in delivering high‑quality work products that exceed client expectations and meet timelines
  • Continually enhance your technical and consulting skills within the healthcare ecosystem
  • Develop and groom team members for succession planning, as needed

Skills and attributes for success

  • Strong understanding of healthcare operations, care delivery models, regulatory requirements, and health system design
  • Experience in care pathway redesign, outcomes measurement, health analytics, clinical governance, decentralized care, healthcare supply chain.
  • Ability to translate complex clinical/operational challenges into structured, practical solutions
  • Comfort working with data: analytics tools, KPIs, dashboards, benchmarking methods
  • Understanding and application of AI-driven healthcare solutions or experience with digital health, data analytics, or AI strategy
  • Strong ability to research and write technical proposal content in MS PowerPoint
  • Good interpersonal skills with ability to build rapport with all stakeholders
  • Excellent communication skills (both oral and written)

To qualify for the role, you must have

  • 3-8 years of work experience in various healthcare or consulting projects across healthcare operations, quality, outcomes measurement, public health, health systems, or research governance.
  • MBA/higher degrees in life sciences, healthcare management, public health, medicine, nursing, pharmacy, biomedical engineering, or related fields.
  • Exposure to writing technical proposals in response to RFP / Tender
  • Strong knowledge of healthcare operations and care‑delivery domains, including but not limited to clinical and operational operating model design, organizational restructuring for hospitals/health systems, service line feasibility studies, operational efficiency improvement, clinical process transformation, workflow re‑engineering, and performance optimization using healthcare analytics
  • Strong proficiency in Microsoft office tools such as Excel, PowerPoint etc
  • Exposure to healthcare ERP/HIS and enterprise platforms
  • Willing to travel to the Middle East and work on Sunday to Thursday working week and support MENA timings (11AM – 8.30 PM), as preferred (supporting Middle East Clients)

Ideally, you’ll also have

  • Experience in value based healthcare, digital health, hybrid care models, or clinical trials operations
  • Certifications in Healthcare or clinical research certifications
  • Understanding of healthcare ERP, EMR/EHR systems, HIS/LIS/RIS, or research informatics platforms
  • Strong proficiency in analytical and visualization tools such as Visio, ARIS, Power BI, Tableau, etc., with application in healthcare workflow mapping, capacity modelling, and operational reporting would be an added advantage
  • Project management skills
  • Customer handling, Stakeholder management, Report writing, Strong interpersonal communication skills and experience in usage of analytical tools/ representations
  • Insights into the latest trends in healthcare operations, including leading clinical and operational best practices, sustainable care delivery models, digital transformation of hospital workflows, and the use of AI to predict demand, optimize patient flow, reduce bottlenecks, and support real‑time clinical and operational decision‑making
