Job Description (Roles and Responsibilities)

The British Embassy in Colombia has an exciting opportunity for a passionate and dynamic individual as an International Climate Finance Officer. This is a high-profile and rewarding role within the Embassy. The jobholder will be responsible for leading and providing strategic advice to the Embassy and UK Government on climate and clean growth. This role sits within the British Embassy’s Economic, Climate, and Science (ECS) team.

The jobholder will be responsible on leading the supervision and management of programmes within the UK International Climate Fund (ICF). This focuses on the clean growth portfolio in Colombia which includes clean energy and transport as well as sustainable infrastructure and green finance. The jobholder will also have responsibility for supervising ICF programmes, primarily UK PACT in Colombia (Partnering for Accelerated Climate Transitions).

The jobholder, together with the team, will engage externally with the Colombian government, private sector, academia and civil society; assist the delivery of missions, visits and relevant events.

The successful candidate will support the wider Embassy priority of UK-Colombia environmental cooperation under our bilateral Partnership for Sustainable Growth to promote greater climate and nature ambition from the Colombian government in line with the UK’s priorities.

Finally, as a senior member of the Embassy, the jobholder will be expected to play an active role in the corporate life of the Embassy. Examples include involvement in Country Based Staff Association and Crisis Committee roles.

1. Programme management:
– Lead programme management activities, under the supervision of the Head of ICF Clean Growth programmes, with respect to all relevant ICF sustainable infrastructure programmes, particularly the UK PACT Colombia programme, and striving to have the highest socio-environmental impact and value for money.
– Follow-up different activities under these programmes, making them coherent with the UK-Colombian Partnership for Sustainable Growth, the Energy Transition Action Plan (ETAP), and consistent with Embassy post objectives.
– Coordinate with colleagues from the Foreign and Commonwealth and Development Office (FCDO) and the Department of Energy Security and Net Zero Strategy (DESNZ) in London, and other programme leads within the Embassy, as well as relevant stakeholders in Colombia.
– Provide technical concept to the ongoing and potential climate cooperation programmes mainly but not only in energy, transport, cities, and green finance.
– Engage with partners, including government departments, research institutes, consultants, academia and NGOs, both in Colombia and the UK, at national and local levels, to build a clear picture of delivery requirements and capabilities.
– Liaise with other British embassy teams to promote programme synergies and UK benefits related to sustainable infrastructure/clean growth.

2. High-Level and technical visits and meeting:
– Support logistically and administratively visits and engagements between Ministers and senior Government officials leading on climate cooperation in the UK and Colombia; helping shape and deliver programmes, site visits, announcements, briefings and associated communications to specific audiences.
– Develop high quality written briefing for Senior Officials and Ministers to enable effective communication and support bilateral engagements, including in English.
– Identify key areas of opportunity to accelerate climate action and clean growth in Colombia and mobilise programme and diplomatic tools to address these as appropriate.

3. Communications: Support ICF programmes promotion through the Embassy’s official media channels, visits, events among others, in coordination with the Head of Clean Growth Programmes, the Communications team and the relevant delivery/implementing partners.

4. Leadership: Lead the management of an intern within the Economic, Climate and Science Team.
5. Corporate: play an active part in the corporate life of the Embassy, participating as member of Embassy committees (Crisis, Learning & Development, etc) to contribute to the overall well-being of staff.

Cross-embassy and other tasks: Carry out other tasks as required by Embassy senior management.
– Management of an intern within the Economic, Climate and Science Team.
– Management of own travel and entertainment budget.

Essential qualifications, skills and experience

  • Bachelor’s Degree in a relevant field, for instance, Political Science, Public Administration, International Relations, Climate and Environment Science; or equivalent professional experience.
  • Minimum of five years of experience working in a strong, collaborative team environment for an organisation in a relevant field, for example, working for/with national or regional government, international organizations or agencies, preferably in climate-related programming or technical assistance.
  • Good network of contacts with a wide range of stakeholders both internally and externally: national and local government, private sector, NGOs.
  • Experience of managing diverse and senior level relationships.
  • Excellent communication and interpersonal skills. Ability to communicate effectively with a broad range of people both orally and in writing; good judgement to inform decisions and provide advice.
  • Sound judgement and ability to determine work priorities, work methods and budget allocations.
  • Ability to write persuasively in English on technical issues to senior audiences in the embassy and UK.
  • Highly motivated, organised, and resourceful. Effective team player. Ability to deliver effectively at pace, under pressure from competing demands.

Language requirements:

Fluent spoken and written English and Spanish
Level of language required: Proficient level in both Spanish and English (C1 level under the CEFRL or equivalent).

Desirable qualifications, skills and experience

  • Experience working with the UK on climate issues.
  • Good understanding of UK Government.
  • Experience in creating digital and audio-visual content.
  • Knowledge of financial / budget management principles or previous financial management experience.
  • Strong background in and track record of success in communications planning and delivery.
  • Knowledge or experience of project management and relevant skills.
  • Master’s Degree in a relevant field.

Applicants must have the legal status to live and work in Colombia

Employees who are not liable to pay local income tax on their Mission salary, eg some non-local national staff and some spouses or partners of UK diplomatic staff, will have their salaries abated by an equivalent amount.

Appointable candidates who were unsuccessful may be placed on a ‘reserve list. If during the reserve period of 6 months the same or a largely similar role becomes available, that role may be offered to the second or subsequent candidate.
