Overview of position

1. Background Information

The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, supporting the successful implementation of its partners’ peacebuilding, humanitarian and development projects around the world. UNOPS supports partners to build a better future by providing services that increase the efficiency, effectiveness and sustainability of peace building, humanitarian

and development projects. Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement and infrastructure services to a wide range of governments, donors and United Nations organizations.

Role objectives

Job-Specific Information

Under the supervision of the Team Lead (Electrical) and the overall guidance from the Lead Engineer (Electrical), the Field Monitoring Officer (Electrical) will be responsible for the following:

● Analyze/understand with the support of supervisors and other colleagues if necessary the claims that will be required to work on

● Measurement and verifications of “works done by the contractors” and related to the Claims mentioned in the above chapters through:

– research of relevant documentation and desk review

– field missions to directly measure and evaluate the works done

– alternative methods of verification, including satellite images to be used directly or through specialized partners

● Support the evaluation of the works done against the specifications and quality requirements. The

Field Monitoring Officer may recommend further quality tests if required

● Planning and preparation of the tools necessary for the activities of measurement and verification mentioned above

● Production of reports (internal and external) related to the Measurement and Verifications, including

reports on progress on activities, issues, risks

● In support to the other FMOs, share technical knowledge with the more junior colleagues

● Support the team Lead and the Led Engineer in the planning and issues/risks evaluation and solutions

● Ensure to respect HSSE for him/herself and others

● Support the Lead Engineer in activities such as: delivering training and learning initiatives for personnel on technical-related topics, guide team’s collection of feedback, ideas, and internal knowledge about processes and best practices and utilize productively.

●Perform any other assignment set out by the Lead Engineer necessary to achieve deliverables.

Specifically for this position, the incumbent will perform verifications of the quantity of work delivered by contractors through various methods of measurement. Such methods include but are not limited to field visits, desk review of documents and other means such as analysis of satellite images (directly or indirectly through specialized partners). In addition, he/she will work on reporting/monitoring activities and team coordination with colleagues. Activities will be planned by the Team Lead and the Field Monitoring Engineer (FMO) and will be both implementing those and supporting the Team lead when necessary in the coordination of the team and supporting more junior colleagues on technical matters.

Please note that the nature of this role requires flexibility in adapting to the needs of the team since the objective of alignment of Contracts details, local situation and habits, local law and other factors might generate unexpected needs

3. Qualifications and Experience

a. Education

● Advanced University Degree (Master Degree or equivalent) in Electrical Engineering, or other relevant discipline with 2 years of relevant experience, OR

● First level University degree (Bachelor’s Degree or equivalent) in Electrical Engineering, or other relevant discipline in combination with 4 years of relevant experience may be accepted in lieu of an advanced university degree

b. Work Experience

● At least 2 years’ experience in the design and construction / Quality Control of electrical components of infrastructure projects with strong preference for large scale power generation and

distribution projects.

● At least 1 year experience in performing surveys on quantities and quality of electrical components of infrastructure projects

● Able to work in a results-driven environment and responsibly without direct supervision on occasion. He/She will exhibit organizational skills, attention to detail, personal commitment, efficiency, flexibility, and problem-solving skills.

● Experience in contractors supervision as well as interim payment certificates (IPCs) and claims management is an asset

● Experience with satellite images usage is desired

● Knowledge of AutoCAD and/or MicroStation is an asset

● Previous working experience within an international development context is desired.

c. Languages

● Fluent in English (read, write, speak) is required
