Job Description
Under the overall supervision of the Head of Resources Management (HRM) and the direct supervision of the Finance and Budget Officer, The Finance Assistant will be responsible for the following duties: (These duties are generic and thus not all inclusive nor are all duties carried out by all Finance Assistants).
Responsibilities
- Assist in managing financial resources by monitoring and controlling assets, reserves, funds, supplies, etc. in accordance with IOM rules and regulations;
- Assist in preparing annual budget submission and revisions including estimating staff cost as well as rental and utilities, office equipment and supplies, printing, and other contracts, services or running expenses, to include in the budget;
- Extract and input data from various sources in financial or accounting systems;
- Provide technical guidance in accounting, budget and financial related issues;
- Assist in the preparation of the payroll by executing validity checks on monthly payroll results;
- Reviews all types of payments starting from purchases to payment requests verifying that they are duly authorized and all the supporting documents are attached therewith;
- Create new Vendor Accounts in PRISM;
- Verify vendor claims for accuracy and conformance with IOM finance policies and instructions;
- Perform claim verifications against documentation to ensure that purchases/services are properly authorized and that the goods have been received or services rendered;
- Assist in the preparation of budget, accounting, financial, statistical reports and other reports as required;
- Provide assistance to all staff services such as travel, expense claims, document retrieval, etc.;
- Ensure proper and systematic completion of all posted payments and other accounting documents according to the established standards;
- Ensure precise calculation and documentation of Letters of Invitation (LOIs) and manage the endorsement process for these letters.
- Assist in preparing donor financial reports per IOM and donor guidelines. Liaisewith Project Managers and relevant units as needed and seek approval and endorsement from RMO and CoM.
- Support the FO and RMO in ensuring the accurate allocation of staff salaries to projects, in accordance with IOM’s projectization criteria and budget line specifications.
- Assist in financial forecasting during project implementation phases and ensure all commitments of the project are actively monitored.
- Prepare and process CTG payments, coordinate with Program Managers to obtain WBS lines, and ensure accurate posting.
- Supports the RMO and FO in finalizing cost estimates and budget proposals, covering both staff and non-staff needs as well as programmatic elements; ensure adherence to the annual budget and other regulatory requirements.
- Monitorbudget expenditures for designated projects and suggests fund reallocations when needed.
- Responsible for the Petty Cash of the office; and,
- Perform other related duties as required.
Qualifications
Education
- Bachelor degree from an accredited institution with minimum three years of relevant work experience.
- Or, high school degree with at least five years of relevant professional experience.
Experience
- Excellent communication skills in English and French;
- Previous experience in an international, humanitarian/development organization and/or in capacity building initiatives is an advantage;
- Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds and respect for diversity and gender equality;
- Strong Computer skills especially in Ms Excel, Word and Outlook
- Ability to pay close attention to details and work with minimal supervision
- Ability to work under pressure and meet deadlines
- Ability to work effectively and harmoniously with a team of colleagues
- Time Management and planning for accounting cycles
- Able to set up internal record tracking
Skills
- In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
- Knowledge of UN and bilateral donor programming.
- Knowledge of financial rules and regulations.
- Knowledge of International Public Sector Accounting Standards (IPSAS).
Languages
- Fluency in English and French is required.
