About Pacific Labour Mobility Support Program

The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor- Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program’s (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.

This Opportunity

The primary responsibilities of the GEDSI Strategy Adviser will pr ovide strategic and responsive advice on Gender Equality, Disability, and Social Inclusion (GEDSI) areas. The adviser will work closely with the GEDSI team, the Disability Inclusion Adviser, and PLMSP staff, leveraging lessons learned from previous strategies and existing data.

This is a short-term opportunity required up to 45 days to 30 September 2025, with a number of milestones deadlines in April, may and end of July.

The GEDSI Strategy Adviser will be responsible for:

  • Support the PLMSP GEDSI team in strategy coordination, development, and documentation of a number of targeted and mainstreamed strategies, with excellent report writing, structure, editing, and written communication skills.
  • Conduct a desktop review of the PLF GEDSI strategy and relevant data to inform the PLMSP GEDSI Strategy and Action Plan.
  • Advise the GEDSI Senior Manager on documenting GEDSI approaches for the Integrated Delivery Strategy and mainstreaming GEDSI across thematic strategies.
  • Assist in developing and documenting the PLMSP GEDSI Strategy and Action Plan, focusing on gender and social inclusion.
  • Finalise and refine ten country-level GEDSI analyses to inform Country Engagement Strategies.
  • Provide GEDSI technical support and advice to PLMSP staff and activities.
  • Deliver GEDSI training to PLMSP and LSU staff as needed.
  • Support the implementation of targeted and mainstreamed GEDSI activities and introduce innovative ways of working through AI, data, and technology.

We are seeking an individual who:

  • Postgraduate degree with a focus on gender equality/inclusion, Social Sciences, or a related field.
  • At least 15 years of experience in developing and implementing GEDSI strategies, policies, and programs in international contexts.
  • Extensive experience in coordinating, developing, and documenting strategies, with excellent report writing, structure, editing, and written communication skills.
  • Proven ability to coordinate activities across agencies and organizations, and develop strong partnerships with women’s organizations, local NGOs, government officials, programs, and advisers.
  • High-level communication, interpersonal, and cross-cultural skills for successful outcomes through learning products, mentoring, training, and coaching.
  • Demonstrated ability to monitor and evaluate activity progress and identify risks.
  • Sound understanding of DFAT GEDSI strategy frameworks and ability to communicate these to various audiences.
  • Extensive experience working in the Pacific.
