Background of the Project:

Waypoints: Navigating Civil Maritime Security Reform is a program under The Asia Foundation-Philippines (the Foundation), supported by the Australian Government. The goal of the program is to help the Philippine government and its citizens strengthen structures and processes that support civil maritime security in the Philippines. Waypoints focuses on fostering institutional change by ensuring institutional arrangements are in place that promote effective interagency cooperation, communication, and coordination to address civil maritime issues; and establishing multiple avenues for communication and discussion that engage relevant stakeholders on Philippine maritime issues.

In line with its commitment to integrating Gender Equality, Disability, and Social Inclusion (GEDSI) principles throughout its programming, Waypoints ensures that program outputs and key knowledge products such as policy papers, research, and other training and capacity building materials are not only GEDSI-informed, but more importantly drive such integration of GEDSI principles to maritime security reforms.

In line with its commitment to GEDSI, Waypoints will engage a GEDSI Training Module Developer design a comprehensive GEDSI Training Module that may be used to enhance the capacity of stakeholders, including government agencies, civil society organizations, and community leaders.

Scope of Work:
The GEDSI Training Module Developer will be responsible for designing, developing, and finalizing a comprehensive training module on Gender Equality, Disability, and Social Inclusion (GEDSI) tailored for maritime security stakeholders. The module will aim to build knowledge, enhance skills and competencies, and provide practical tools for integrating GEDSI principles in maritime governance and civil maritime security reforms.

Key Responsibilities:

  1. Conduct a needs assessment to identify specific GEDSI training requirements for maritime governance stakeholders.
  2. Build a curriculum covering key GEDSI concepts, their relevance to civil maritime, practical application strategies, and other relevant topics.
  3. Develop training modules and materials based on the curriculum and ensure that these are accessible, inclusive, and culturally appropriate, considering diverse audiences, including women, persons with disabilities, and other marginalized groups.
  4. Integrate case studies, interactive activities, and real-world scenarios to enhance engagement and practical application of the concepts.
  5. Collaborate with the Waypoints team to align the module with existing program frameworks and objectives.
  6. Pilot the training module through a workshop or focus group discussions to gather feedback for refinement.
  7. Finalize the training module incorporating feedback from the pilot phase and program team.
  8. Provide recommendations on sustainability and replication of the training module for future capacity-building initiatives.

Qualifications:

  1. Proven experience in instructional design and developing training modules related to Gender Equality, Disability, and Social Inclusion (GEDSI)
  2. Strong knowledge of GEDSI principles, policies, and best practices
  3. Experience in facilitating GEDSI training sessions and capacity-building initiatives
  4. Understanding of civil maritime security issues and their intersection with gender and social inclusion is an advantage
  5. Excellent written and verbal communication skills in English and at least one of the local languages (Bisaya, Ilonggo, Ilokano, Cebuano) is preferred.
  6. Strong research and analytical skills
  7. Ability to work collaboratively with diverse stakeholders and integrate feedback effectively

The GEDSI Training Module Developer will work and coordinate closely with the Senior Program Officer and Program Officer.
