Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In Grenada, as in most CARICOM Member States, there remains a challenge with producing and utilizing data sufficient to monitor progress on the SDGs, including Goal 5 on Gender Equality. However, Grenada has been at the forefront in the region, of addressing major gender data gaps. Grenada is one of only six CARICOM Member States – The Bahamas, Grenada, Guyana, Jamaica, Suriname and Trinidad and Tobago  to conduct Women’s Health Surveys, which have produced data to measure SDG Target 5.2 (Eliminate all forms of violence against women and girls in the public and private spheres, including trafficking and sexual and other types of exploitation); and Target 5.3 (Eliminate all harmful practices, such as child, early and forced marriage and female genital mutilation).

The Grenada Central Statistical Office has made significant progress in strengthening the management of administrative data on VAWG across various sectors. With support from the recently concluded EU-UN-Government of Grenada Spotlight Initiative, an assessment was conducted, and preparations were made to develop a system for collecting administrative data so that laws, policies and programmes would be based on evidence and be better able to respond to the specific context and realities of women and girls, including those most marginalized, in Grenada, Carriacou and Petite Martinique. In Phase II, emphasis was placed on piloting the data management system, in collaboration with the National Coordinating Mechanism, and in partnership with the service providers who will be collecting administrative data.

Through support provided by the Women Count global programme on gender data, the Grenada Statistical Office will coordinate the development of National Guidelines on the Collection and Use of Administrative Data on VAWG.

In 2023, during the 48th Meeting of the Standing Committee of Caribbean Statisticians (SCCS), CARICOM Guidelines and Protocols on the Collection and Use of Administrative Data on VAWG, developed in collaboration with the CARICOM Regional Statistics Programme (RSP), were approved. The abovementioned National Guidelines will draw on and be guided by the CARICOM Guidelines. With support from this project, the Grenada Central Statistical Office (CSO) will convene User-Producer dialogues which will serve as key platforms to harmonise and standardise VAWG data collection and analysis across the various ministries, departments and agencies that comprise the national statistical system.

Duties and Responsibilities

Under the overall supervision of the UN Women MCO – Caribbean Representative, with day-to-day supervision and direct reporting to the Deputy Representative; the Gender Statistics Consultant will support the development of National Guidelines on the Collection and Use of Administrative Data on VAWG.  Specific tasks include the following:

  • Building on and informed by previous reviews/assessments, undertake a national assessment of capacities for collection, analysis, sharing and reporting of administrative data on VAWG in Grenada.
  • Informed by the above, prepare a roster of national and CARICOM-based experts to facilitate building capacity and to enhance sustainability of the network to support the implementation of the National Guidelines on the Collection and Use of Administrative Data on VAWG.
  • Facilitate the following User-Producer Dialogues and Meetings: a)  Police, Prosecution, and the Courts, b) Government Social Welfare Agencies, c) Health, d) CSOs including those that provide services such as shelters, hotlines etc., and e) Final Meeting to share and seek feedback on the draft guidelines.

NB: The Grenada Central Statistical Office will organise the User-Producer Dialogues and final meeting using resources provided under an Agreement with UN Women.

Required Skills and Experience

Education and Certification:

  • A minimum of a Master’s Degree (Ph.D. preferred but not required) in any of the following areas: Statistics, Sociology, Economics, Gender and Development.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least ten years working on gender statistics or related areas is required.
  • Proven experience with undertaking at least 1 large research initiative on violence against women and girls is required.
  • Proven experience with engaging with users and producers of gender statistics is required.
  • Proven experience undertaking qualitative research on social and/or gender issues is required.

Languages:

  • Fluency in written and oral English is required.

Consultant’s Workplace and Official Travel

  • This is a home-based consultancy, with travel expected to Grenada.
  • The consultant will be engaged for a maximum of 50 working days during the period 1 October 2024 – 30 October 2025.

Remuneration

  • The consultancy fee will be negotiated before contracting. Each payment will be based on a predefined and formal agreement between UN Women and the consultant and will be disbursed based on satisfactory completion of agreed deliverables.
  • The remuneration for this contract type is an all-inclusive fee, the organization will not be liable for additional cost or benefits.  Hence, it is the responsibility of the consultant to take out adequate medical insurance for the duration of the contract and it is recommendable that the policy includes coverage for COVID-19 related illness.   The medical coverage should be international when the contract requires missions or international assignment.
  • If selected for this consultancy, proof of medical coverage should be presented within the first two months of the contract.

Hardware, Software, And Communication

  • The consultant must be equipped with a fully functional laptop, which must run at least Windows 7. The consultants must be reasonably accessible by email and telephone (preferably mobile). The use of reliable, internet-based (Skype or equivalent) is required.
