Job Title: Global Health Security Advisor – USAID/Eastern and Southern Caribbean (ESC)

Department/Location: USAID/ESC, Remote (home-based)

Reports To: ISPI Project Manager

Travel: Possibility of two trips to Guyana, Suriname, and St.Vincent and the Grenadines

Type: Consultancy – 90 work days beginning around February 23, 2025

Clearance Required: Facility or Secret Clearance required. Applied for on-engagement

Consultant must be a US citizen or have held a US Green Card for 3 years, to gain Clearance.

Overview:

On behalf of the USAID Eastern and Southern Caribbean (USAID/ESC) Mission, IBTCI is seeking short-term staffing support to provide the Global Health Security (GHS) program in document development and technical, administrative, and coordination support.

The Consultant will provide essential remote support to the USAID/ESC Health Team in the monitoring of existing health programs and the development of new health interventions in the post-COVID-19 era. While the consultancy is primarily remote, the consultant may be requested to travel to the ESC region (i.e., Guyana, Suriname, and St. Vincent and the Grenadines).

The consultant will work under the supervision of the USAID/ESC’s General Development Office Director or his/her designee. The consultant will coordinate with all relevant interagency and other donor coordinating mechanisms in the ESC region. This includes working closely with other USG partners, particularly the Centers for Disease Control and Prevention (CDC), Department of State, and Department of Defense (DOD) offices working at national levels, which also provide support for GHS implementation, thus presenting a “whole of government” approach.

The consultant will play a crucial role to help facilitate multi-sectoral coordination in support of effective One Health strategies to prevent, detect, and respond to emerging infectious diseases by liaising with relevant government entities as needed.

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Provide technical assistance on, rollout, and implementation of USAID/ESC’s GHS and infectious disease portfolio based on USAID guidelines and best practices to detect, mitigate, control, and prevent infectious diseases.
  • Finalize design and funding obligation documents as needed.
  • Guide USAID inputs into interagency planning, execution, and implementation of GHS portfolio and investments.

Deliverables:

  • Monthly progress reports.
  • Updated Health Fact Sheet
  • Overview Presentation of ESC GHS Portfolio
  • Two page boilerplate
  • Other deliverables to be defined

Qualifications

Minimum Requirements:

  • At least 5 -10 years of experience researching, designing, managing and/or evaluating health programs in the Caribbean.
  • Experience with USAID health programming
  • Strong organization, interpersonal and writing skills, including preparation of presentations and report writing experience.
  • Ability to effectively liaise with regional and national stakeholders, such as PAHO, Ministries of Health and Agriculture, USG interagency and others.
  • Strong decision-making skills and extensive judgment in planning and carrying out tasks, using diplomacy and tact.

Work Experience Requirements:

  • A minimum of five (5) years of progressively responsible experience in the field of public health programming in developing or middle-income countries, preferably in the Caribbean and will require demonstrated experience in knowledge management and/or analytic work in Health. Experience in Global Health Security and Pandemic Preparedness is preferred.

Specific Knowledge/Skills Requirements:

  • Prior experience working with Ministries of Health (MOH), or for bilateral or multilateral donors/stakeholders such as the World Bank, the Global Fund, United Nation agencies, or national-level public sector projects and ensuring compliance with USG rules and regulations.
  • An understanding of national health systems in the Eastern and Southern Caribbean and USAID policies and regulations are required.
  • Demonstrated computer skills including Microsoft Office, web-based databases, and electronic filing.

Education: Master’s degree or local equivalent from an accredited program in Public Health, International Development, Health, Social or Behavioral Sciences, Epidemiology, Biology, Infectious Disease, Medicine, Pharmacy, or Pandemic Threats.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does not have supervisory responsibilities.

Travel: International travel may be required and may include travel to fragile and/or conflict-prone zones.

Work Authorization: Candidate must be authorized to work in the United States.

The anticipated pay range for this position is 600-700 USD daily.
