BACKGROUND
Purpose of Activity/ Assignment:
Passport to Earning (P2E) is a global programme to provide young people aged 15-24 with free, job-relevant skills, and position them for earning opportunities. The ambition of the programme, as articulated in its newly finalized global strategy, is to skill 20 million young people in 15 countries, and support at least 1 million to access advanced training, jobs, self-employment, and entrepreneurship by 2030.
As a part of the GenU Programmes Team, under the overall guidance of the Deputy Director Programmes, under the direct supervision of the Senior Advisor, Global Programes, in collaboration with the GenU Global Content Specialist and UNICEF and GenU partners, the consultant will support in planning and executing key priorities under the global strategy; work with global and country teams to deliver results to partners; strengthening P2E’s MERL approach; conceptualizing, planning, and reporting results from P2E-enabled learning-to-earning pathways, including exploring integrations with other innovative solutions; coordinating the activation and management of P2E platforms; and supporting in crowding in additional resourcing.
Scope of Work:
Terms of Reference / Key Deliverables:
Develop, deliver on and review progress of the global P2E strategy. A P2E global roadmap is developed and delivered upon.
Deadline: 31 October 2025
Document and develop/refine approaches to build learning-to-earning pathways. At least 3 learning-to-earning models identified, supported, and documented.
Deadline: 31 March 2025
Ensure availability and awareness of P2E MERL approaches. A global M&E framework, KM agenda and global dashboard are developed. 2 knowledge products developed.
Deadline: 28 February 2025, 31 May 2025
Coordinate platform integrations and other tech support for P2E countries. P2E is integrated with Yoma, and 20 deployment updates are provided.
Deadline: 31 October 2025
Develop resources for and convene P2E Steering Committee. 12 Steering Committee meetings held, and 12 monthly implementation updates provided.
Deadline: 30 November 2025
Coordinate the reporting and communication of programme results. A P2E communications plan is developed and executed, and at least 4 reports are prepared for partners.
Deadline: 31 August 2025
Qualifications
Education:
Advanced university degree (Bachelors) from a recognized university in the area of Economics, Business Administration, Finance, Entrepreneurship, Innovation, or other related degree.

– Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.

– Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
U.S. Visa information:
With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
