BACKGROUND

Purpose of Activity/ Assignment:

Passport to Earning (P2E) is a global programme to provide young people aged 15-24 with free, job-relevant skills, and position them for earning opportunities. The ambition of the programme, as articulated in its newly finalized global strategy, is to skill 20 million young people in 15 countries, and support at least 1 million to access advanced training, jobs, self-employment, and entrepreneurship by 2030.

As a part of the GenU Programmes Team, under the overall guidance of the Deputy Director Programmes, under the direct supervision of the Senior Advisor, Global Programes, in collaboration with the GenU Global Content Specialist and UNICEF and GenU partners, the consultant will support in planning and executing key priorities under the global strategy; work with global and country teams to deliver results to partners; strengthening P2E’s MERL approach; conceptualizing, planning, and reporting results from P2E-enabled learning-to-earning pathways, including exploring integrations with other innovative solutions; coordinating the activation and management of P2E platforms; and supporting in crowding in additional resourcing.

Scope of Work:

  • Develop and deliver, in coordination with the Global Content Specialist and P2E country teams, an operational plan for the P2E global strategy. The operational plan will provide a roadmap for the implementation of priorities in the strategy and details the short- and mid-term activities that will be carried out to meet key metrics in 2027.
  • Working with the Senior Adviser and Global Content Specialist, support the specific review of progress against the global strategy including providing recommendations and executing measures to ensure key priorities in the global strategy are met within the intended timeframe.
  • Develop/refine and document approaches that build pathways from skilling to earning and/or return to formal education and training for young people in P2E countries. This includes exploring and coordinationg integrations with other GenU solutions, such as Yoma and imaGen Ventures in target countries.
  • In collaboration with the GenU M&E Manager, enhance P2E’s monitoring, evaluation, research, and learning (MERL) approaches through the development of a global M&E framework, updated research and learning agenda, and support the implementation of knowledge management activities.
  • In collaboration with the Girls Education and Skills Programme (GESP) coordinator, support the delivery of P2E through the GESP programme, including designing and delivering girl-centred approaches to P2E implementation in GESP focus countries and beyond.
  • Provide specific support, proactive engagement and troubleshooting to country teams’ development and/or implementing P2E. While the kind of support will depend on country context, the range of support includes programme start-up, including instance deployment, local implementation strategy development, training on P2E platform use; demand creation; local resource mobilization; partnerships and advocacy; M&E; youth engagement; and conceptualisation of sustainability strategies.
  • Define, plan, and execute the platform integration between the global P2E instance and Yoma platform, including testing and pilot deployment, in collaboration with GenU and UNICEF.
  • Coordinate the tech support provided to P2E countries, including assessing the quality of support against pre-agreed KPIs. Tech support includes the activation, troubleshooting and maintenance of P2E instances; development and management of dashboards; and monitoring the use of relevant licenses and subscriptions.
  • Prepare for monthly Steering Committee meetings; providing reporting updates to the GenU CEO and partners on implementation progress; convening regular meetings with Core Partners and country teams; and accommodating ad-hoc management and reporting requests.
  • Gather, consolidate and quality assure the reporting and communication of programme results, including providing inputs/leading the development of donor reports, reviewing, and monitoring the implementation of strategic communication activities and events, as well as the development of communication materials.
  • Document and provide critical input to the development of a fundraising strategy for P2E, including updating and developing tailored concept notes and proposals for prospect partners.

 

Terms of Reference / Key Deliverables:

Develop, deliver on and review progress of the global P2E strategy. A P2E global roadmap is developed and delivered upon.

Deadline: 31 October 2025

Document and develop/refine approaches to build learning-to-earning pathways. At least 3 learning-to-earning models identified, supported, and documented.        

Deadline: 31 March 2025

Ensure availability and awareness of P2E MERL approaches. A global M&E framework, KM agenda and global dashboard are developed. 2 knowledge products developed.

Deadline: 28 February 2025, 31 May 2025

Coordinate platform integrations and other tech support for P2E countries. P2E is integrated with Yoma, and 20 deployment updates are provided.        

Deadline: 31 October 2025

Develop resources for and convene P2E Steering Committee. 12 Steering Committee meetings held, and 12 monthly implementation updates provided.

Deadline: 30 November 2025

Coordinate the reporting and communication of programme results. A P2E communications plan is developed and executed, and at least 4 reports are prepared for partners.

Deadline: 31 August 2025

 

Qualifications

Education: 

Advanced university degree (Bachelors) from a recognized university in the area of Economics, Business Administration, Finance, Entrepreneurship, Innovation, or other related degree.

 

Work experience:

Knowledge/Expertise/Skills required *: 

  • At least 5 years of work experience in Young People’s Learning, Skilling, Education and/or Employment opportunities or relevant areas.
  • At least 5 years of work experience in education technology, project management, or relevant areas.
  • Experience in working with organisations focused on engaging and empowering adolescents and youth, especially the most marginalized.
  • Experience rolling out global EdTech programmes that provide skilling opportunities for youth and provide pathways to livelihoods.
  • Strong understanding of Learning Management Systems such as Microsoft Community Training an asset.
  • Fluency in English is required, strong written and verbal competency is necessary.
  • Working knowledge of another UN language an asset.

    • the costs per each deliverable and the total lump-sum for the whole assignment (in US$) to undertake the terms of reference.
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.

– Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.

– At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.

– Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
