Global Roving Emergency Site Management Specialist

What we are looking for:

The Norwegian Refugee Council (NRC) is seeking a highly qualified, resilient and dynamic Global Roving Emergency Site Management/ **Urban Displacement and Out of Camp (**UDOC) Specialist to deploy to humanitarian crises and start-ups to provide technical support, strategic direction and quality assurance within the Core Competency. This includes mentoring, training and capacity building of staff on related technical capacity. The position holder will perform the following functions but not limited to:

  1. Support country office start-up.
  2. Support emergency response in existing country offices.
  3. Gap filling if a critical gap exists, and providing support with the design, reaching results and capacity development components of related programming.
  4. Site Management/UDOC focal point in the Emergency Response Section (ERS).
  5. Support global level initiatives related to the function.

The post-holder may also fill the role of Site Management/UDOC Programme Development Manager at country office level.

The Global Roving Site Management/UDOC Specialist will undertake short-term deployments, up to 6 months, to different NRC country operations. All deployments will be to crisis and conflict contexts.

What you will do:

  1. Develop related strategy, technical guidance and Macro logframes that are aligned with NRC’s Global Strategy and regional strategies and priorities.
  2. Contribute to fundraising by developing and revising funding proposals, budgets and donor reports.
  3. Identify trends, technical standards and donor priorities
  4. Follow up on compliance with contractual commitments within Site Management/UDOC, ensure high technical quality and synergies in project implementation.
  5. Provide technical direction and project implementation support.
  6. Contribute to Monitoring and Evaluation (M&E), using M&E data to adapt programming where needed
  7. Ensure that key learnings are extracted from implementation, and incorporate them in the programming and staff development processes
  8. Contribute to Protection from Violence global programme development initiatives.
  9. Work jointly with other Core Competencies and thematics to address barriers to access services and rights and ensure high quality, safe and inclusive services.
  10. Develop and support the implementation of First Line Response and SoPs that are contextually relevant and appropriate based on existing guidance and other available resources.
  11. Support the consideration and inclusion of cash-based interventions and market-based approaches within (and across) NRC core competency responses, where appropriate.
  12. Contribute to the institutionalization of cash-based interventions and market-based programmes through capacity building, guidance and SOP development and interdepartmental engagement.
  13. Represent NRC in relevant forums/clusters, including with national authorities and donors.
  14. Promote the rights of IDPs/returnees in line with the advocacy strategy.

What you will bring:

  • Minimum 4 years of experience in Site Management/UDOC in a humanitarian context.
  • Experience in drafting and driving implementation of policy and developing practical tools and resources while providing strategic guidance.
  • Experience from working in complex and volatile contexts including acute emergency situations.
  • Strong knowledge of global protection standards and humanitarian principles.
  • Solid understanding and experience of refugee and IDP crisis contexts.
  • Flexible, with the ability to adapt to the programmatic needs of the specific deployment.
  • Knowledge about own leadership skills/profile with documented results related to the position’s responsibilities
  • Fluency in English, and French or Spanish, both written and verbal.
