To identify best practices in national labor mobility programs to guide national governments interested in developing or improving their capacity to connect eligible citizens with work-abroad opportunities in destination countries in the Western Hemisphere and beyond.
Responsibilities
Best practices will include regulatory frameworks, management schemes, training schemes, and governmental coordination, as described below:
Labor mobility regulatory frameworks: including recruitment protocols and processes related to costs to migrants, employers and recruiters, practices to promote transparency, worker protections, legal recourse for workers, regulation of private recruiting agencies.

The toolkit could be structured per topics, each topic comparing country examples, as follows:
Best practices in regulatory frameworks
Best practices in government coordination
Best practices in recruitment processes – including stakeholder engagement
Best practices in training schemes including stakeholder engagement
Best practices in data management -including M&E
