You will serve as a GOVERNMENT INFORMATION SPECIALIST in the COMFRV COMMAND OPERATIONS GROUP ADMINISTRATIVE SUPPORT DEPARTMENT of COMFLTREADCEN.

Duties

  • You will Verify Personally Identifying Information (PII) is safeguarded in accordance with the PA program
  • You will perform a wide variety of analytical studies and projects related to FOIA, Privacy Act and Records Management.
  • You will develop standard operating procedures and directives covering the administrative aspects of the FOIA/PA/RM programs.
  • You will be responsible to process complex and challenging cases to include classified cases and DoD or DON designated high visibility cases.
  • You will prioritize actions with COMFRC, NAVAIR, NAWCAD to grant or deny official requests information under the revisions of Title 5, US Code, Sections 552 and 552a.
  • You will analyze appeals, denials of access to records requested under FOIA, recommend agency decision on release or non-release of records in coordination with the appropriate command attorneys.
  • You will coordinate with internal Command Attorneys, IDAs and relevant NAVAIR and NAWCAD stakeholders.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: specialized experience;

  • Advise on new developments and recent court decisions, legislative activities and Congressional initiatives regarding release of information under s Freedom of Information Act (FOIA)/ Privacy Act (PA) for their impact on COMFRC.
  • Provide input, fact sheets, recommended changes, and suggestions regarding successful resolution of problems and situations encountered within the command and recommends policy changes regarding FOIA/PA and Records Management matters.
  • Maintain privacy policies and procedures, process PA data requests and provide guidance and advice on Federal privacy policy, and creation of legal affidavits in support of PA litigation.
  • Ensure personal information and data is collected, maintained, used, or disseminated only as authorized by law and as necessary to carry out agency responsibilities.
  • Provide input to policy and procedures governing the storage, service, retrieval access, release and maintenance of recordkeeping systems.
  • Provide training and assistance to all COMFRC HQ departments and Echelon IV commands to access the Records Management program effectiveness and compliance in accordance with existing law, directives, instructions or guidance from higher headquarters.
  • Conduct self-assessment of the records management program periodically and provide results to higher headquarters Navy Records Officer and advise senior leaders (General Officers (GO), Flag Officers (FO) and Senior Executive Service (SES)) on CAPSTONE record keeping responsibilities and emails being captured per SECNAVINST 5210.8.
