GS-12 $99,200.00 – $128,956.00

Mission Statement:

The mission of the FBI is to protect the American People and uphold the Constitution of the United States.

Major Duties

  • The selectee will serve as an analyst to provide litigation support in matters involving Freedom of Information and Privacy Acts (FOIPA) requests subject to litigation as prescribed by statutory and regulatory requirements, obligations, decisions, policies, practices, and precedents.
  • Serves as a primary liaison between the FBI and internal and external partners, to answer inquiries and resolve issues related to FBI information and records dissemination subject to litigation.
  • Serves in the capacity of a case/project manager and point of contact for matters often involving high-visibility, highly sensitive materials related to national security, counterintelligence, or significant public interest for release under the FOIPA.
  • Provides extensive analysis, evaluation, recommendations, determinations, and responses concerning complex requests and inquiries about the release and dissemination of FBI information and/or documents.
  • Researches and clarifies the nature of each request/inquiry/case, related issues involved, and details needed to appropriately and effectively respond.
  • Utilizes systems and databases for organizing and processing a variety of caseloads to meet contending court-appointed litigation deadlines.
  • Serves as a key liaison among the FBI and outside contacts regarding FBI information and records dissemination.
  • Drafts reports, recommendations and communications, high-visibility correspondence/briefing forms, and prepares final response packages.

Qualifications and Evaluations

Specialized Experience (SE):

GS-11: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-9 grade level. SE is defined as follows:

  • Skill in research and problem-solving techniques to: analyze issues, develop alternatives, and effectively make recommendations about specific dissemination decisions.
  • Experience with records systems, numerous classified and unclassified databases, and records management technologies.
  • Experience in analytical support functions that require discretion/independent judgment in the application of specialized knowledge of laws/precedent decision/regulations/agency policies/practices, and judicial or administrative proceedings.

In addition to the above

GS-12: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-11 grade level. SE is defined as follows:

  • Experience independently exercising sound judgment and working effectively under the pressure of rigid timeframes and tight deadlines concerning requests/inquiries and broader matters.

Education 

All degrees must be from an accredited college or university. Education may be substituted for specialized experience as follows:

GS-11: Applicant must have a Ph.D. OR equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related.

  • The probationary periods will be served concurrently.
  • Memorandum for Record: Work performed outside assigned duties (that would not normally be documented on an SF-50, i. e., back-up duties), has to be documented in detail by an immediate supervisor in order to receive full credit for amount of time worked in that position. If no documentation is furnished no credit will be given for time worked in that position. The following notations must be specified in the documentation (Memorandum for Record):

a. Percent of time worked in the particular position (cannot conflict with main duties)

b. The month/year work began

c. Frequency worked (i.e., daily, monthly, etc.)
