General Description of the Programme:

Sened is an independent non-profit organization established and registered in Türkiye (under No: 27-15-175) in 2013.

•The name “Sened” in Arabic means “support” you could count on.

•Sened was founded in response to The Syrian catastrophe, which led to critical situations and displacement of internally displaced people (IDPs) within Syria. The individuals who faced hardships due to factors such as repression, human rights abuses, and violence against civilians (including bombings, shelling, and sieges) and the urgent needs of millions of Syrian refugees in Türkiye. Later, our projects expanded to include support for the Turkish hosting community of the Syrian refugees. Our work spans across humanitarian sectors, with a special focus on advocating for the rights and well-being of persons with disabilities (PwDs) and their families.

Job purpose:

The Grants and Compliance Senior Officer will work under the supervision of the Grants and Compliance Manager and will be responsible for ensuring that the organization’s operations and activities comply with applicable laws, regulations, policies, and procedures. This role will support the department to oversee the management and compliance of grants, ensuring that all funding requirements are met and that the organization adheres to donor regulations and internal policies

Duties, objectives, and competencies:

· Coordinate with the heads of the departments for grant applications.

· Help develop and maintain relationships with donors and stakeholders.

· Monitor the timely and accurate financial and narrative reports submission.

· Prepare, submit, and follow up on the due diligence processes for donor assessments and for assessments conducted by Sened for implementing partners receiving microgrants.

· Support the Department Manager and coordinate with other team members as necessary for spot checks, project external audits, and annual external audits.

· Ensure accurate record-keeping and document management for all grants, maintaining donor agreements, communications, budgets, reports, and audit trails.

· Stay updated on relevant laws, regulations, and best practices in grant management and compliance. Additionally, identify areas for improvement in grant management and compliance processes and suggest necessary changes.

· Ensure compliance with local law, donor requirements and internal policies. Collaborate with other departments teams to ensure integrated compliance efforts and spread a culture of the best practice to be followed and implemented in all templates, policies and procedures.

· Identify, report, and follow up on compliance issues or concerns, including fraud, corruption, misuse of funds, and non-compliance with contractual obligations. Participate in investigation committees when assigned and recommend appropriate corrective actions or penalties.

· Proactively review templates, processes, and practices to identify weaknesses.

· Provide training, guidance, and support to staff on grant management and compliance matters, such as donor rules and regulations, internal policies and procedures, code of conduct, anti-fraud policy, etc., and ensure that they have access to relevant compliance resources and tools.

· Support the Grants and Compliance Department in developing and implementing effective compliance systems and processes, such as risk management, due diligence, reporting, documentation, etc., to ensure compliance throughout the project cycle.

· Review procurement and HR documents, such as POs, contracts, payment requests, payment orders, employee records, etc., to ensure compliance with donor rules and regulations, internal policies and procedures, and local laws and regulations.

· Review and verify payroll calculations for the NGO and ensure that the salaries and benefits calculations are correct and valid.

• Review and approve beneficiaries’ payments and supporting documents from Programs Department.

· Review finance documents after costs have been paid and the transaction recorded in the accounting system.

· Perform field visits to centers/offices and verify suppliers in the vendor list.

· Participate in procurement/tender committees when assigned to, and according to policies and procedures.

· Support reviewing the NGO policies when and as required.

· Prepare and submit timely reports to the head of department and Senior Management team.

Abide by the Safeguarding Policies (child protection, anti-trafficking, PSEA, etc.)

Additional Responsibilities:

The above-mentioned key tasks and duties are illustrative ones. Other future responsibilities may be assigned to the job at the request of the head of department according to the need

Requirements: Essential

· Bachelor’s degree in a relevant field (e.g., Business Administration, Finance, Accounting, Law, or related discipline.).

· Experience working in the NGO sector.

· Minimum of 3 years of experience in grant management and compliance.

· Knowledge of donor regulations and compliance requirements.

· Strong analytical and problem-solving skills.

· Good knowledge of Turkish laws and regulations.

· Proficient in both English and Turkish Languages.

· Attention to detail and ability to manage multiple tasks and deadlines.

Ability to exercise discretion, maintain confidentiality, and handle sensitive information with professionalism and integrity.

Requirements (desired)

· Master’s degree in a relevant field ((e.g., Business Administration, International Development, Public Administration, Finance, Accounting, Law, or related discipline.).

· More than 3 years of experience in grant management and compliance.

· Certification in grant management or related field.

· Fluent in Arabic Language.

· Previous supervisory experience.

Technical Competencies:

· Advanced knowledge of Microsoft 365 Suite.

· Advanced knowledge of Microsoft OneDrive Business.

· Proficiency in grant management software and tools.

· Familiarity with financial management and reporting.
