Patton State Hospital, Human Resources is accepting applications for at least (1) permanent, full-time appointment to the Health Information Management Director (SSM I) classification in the Health Information Management Department (HIMD). Training and Development opportunity may also be considered. This position is under the direction of the Ancillary Patient Support Manager (SSM II).
The HIMD Director manages, directly and through subordinate supervisors, the Health Information Management Department (HIMD) and a health record system that meets legal, ethical, administrative, and medical requirements set forth by the Hospital, the Department, and all regulatory agencies; is fully responsible for implementing continuous quality improvement efforts in all Health Information Management Department functions; conducts and/or reviews analytical studies and surveys; formulates policies and procedures related to health record system and applications including, but not limited to, the privacy of, access to, and retention schedules of patient health information in compliance with federal and state laws and regulatory agency privacy practices; makes recommendations on matters related to health and privacy information; reviews and analyzes proposed legislature changes and advises management on their impact or potential impact; represents the State and the Department as Custodian of Records and oversees the Privacy Officer or as otherwise assigned; and performs other related work.
The HIMD Director is expected to maintain confidentiality, privacy, and security of Protected Health Information (PHI), Personally Identifiable Information (PII), and employee records; promote and maintain effective working relationships with Hospital Programs/Departments, including clinical, administrative, and clerical staff; promote effective intra- and inter-departmental teamwork, develop efficient lines of communication, and support positive staff morale; utilize a high degree of initiative, judgment, and responsibility; maintain a professional appearance; comply with hospital policies and procedures; and report to work on time.
The HIMD Director must possess the following:
KNOWLEDGE: Principles, methods, procedures, and current trends in health information management and its systems; accreditation, certification, and licensing standards; quality assurance standards and techniques; analysis of health records; techniques of transcription; diagnostic nomenclatures, classification systems, data abstracting, and retrieval techniques; medical, clinical, and legal terminology; health records systems design and forms control; linkage of clinical data to reimbursement; organization and management concepts and functions such as budget, personnel, management analysis, planning, program evaluation, or related areas; principles and practices of employee supervision, development and training; program management; formal and informal aspects for the legislative process; the administration and department’s goals and policies; governmental functions and organization at the State and local level; department’s Equal Employment Opportunity Program objectives; a supervisor’s role in the Equal Employment Opportunity Program and the processes available to meet equal employment opportunity objectives.
ABILITY TO: Plan and direct the work of others; reason logically and creatively and utilize a variety of analytical techniques to resolve complex problems; develop and evaluate alternatives; analyze data, policies, procedures, laws, and regulations and make recommendations accordingly; communicate ideas effectively both orally and in writing; consult with and advise administrators or other interested parties on health information management functions; develop data display techniques and research methodologies; effectively contribute to the department’s equal employment opportunity objectives.
