CONTEXT
Health information management encompasses a range of activities and responsibilities, from collecting data in front of the patient and encoding it in databases, to producing analyses that are used by clinicians, epidemiologists, and operational managers, to guide clinical activities and humanitarian operations. Strategic operational, medical, and humanitarian intelligence is derived from relevant, clean, and quality data.
Within the medical department of MSF Operational Center Brussels (OCB), the e-Health unit, known internally as the Ariadne unit, is responsible for the design, implementation, and maintenance of electronic health tools, including Health Management Information Systems (HMIS) and Electronic Medical Records (EMR). The unit supports our operations at both field and HQ levels in the collection, processing, and use of medical data, in line with the objectives of the field projects and the overall ambitions of OCB. Within the Ariadne Unit, the Monitoring and Surveillance Tools (MAST) Program consists of a multi-disciplinary team that develops data methods and software applications to facilitate routine activity monitoring and epidemiological surveillance within OCB. In MSF, the District Health Information Software (DHIS2) is the standard HMIS of choice.
As HMIS Implementation and Support lead, you will be part of the MAST team, and you will oversee new implementations and provide first-line support to MAST users both in the projects and at headquarters. The level of support will vary by application, ranging from report distribution to database configuration and administration.
RESPONSIBILITIES
HMIS Implementation:
- Assist projects in setting up and preparing for HMIS implementation in French and English-speaking contexts
- Work with other MAST team members to organize HMIS implementation on site or remotely
- Pilot HMIS tools, gather user feedback and requests, and refine the system to better meet project needs
- Participate in the initial “post-go-live” review of the system’s configuration and output displays, identifying necessary changes or improvements
Application support:
- Manage user access by creating and updating user accounts, roles, and groups
- Assist with the initial configuration of datasets, validation rules, and dashboards in accordance with established standards for aggregate, event, and tracker data models
- Support the maintenance and management of template libraries and metadata, to ensure consistency
- Assist in the testing of new applications for potential integration into the standard HMIS
Help Desk and Field Support:
- You will be the first point of contact for MAST users in OCB to:
- Troubleshoot issues related to HMIS applications by managing incoming queries from end users regarding tool usage, inputs, or outputs, and routing them to the appropriate team members using Zendesk
- Manage HMIS change requests and coordinate follow-up actions with the MAST team and field staff
- Promote the optimal use of HMIS by assisting projects in resolving procedural and systemic challenges
Capacity Building /Training
- Assist in identifying training and professional development needs of the field data management staff
- Provide user training to field and HQ users on Ariadne supported tools, as well as general data management and use
- Assist in the development and revision of training materials, manuals and guidelines to address identified user challenges
REQUIREMENTS
Education and Experience
- Bachelor’s degree in health informatics or information technology or any other related field
- At least two years of experience in HMIS implementation and support role
- Experience in delivering training (face to face and online) to a variety of audiences
Competencies
- Knowledge of DHIS2 and Kobo or similar systems is a strong asset
- Strong organizational and communication skills
- Ability to draft clear and concise guidelines/ instructions and other written communications in both English and French
- Strong humanitarian commitment and interest; motivation to work with MSF
Languages
- Fluent in English and French (Oral and written)
Other
Willingness and availability to travel and work in culturally diverse contexts, sometimes under difficult conditions
CONDITIONS

- * Due to legal administrative constraints, candidates must already be resident in Belgium with a permanent right to work in Belgium or with residence permit/document with “unlimited access to the labor market; or have a permanent right to work in Belgium as citizen of the European Union
- Mobility: occasional visits to the projects in any context
- Contract type: Fixed-term contract – Full-time – possibility of 40% homeworking per week
- Contract duration: 12 months (possibility for extension)
- Salary according to MSF-OCB HQ grid
