Position description

The Human Resources Division (CSH) provides HR strategies, policies, tools, guidance and oversight to FAO clients worldwide to ensure that the Organization attracts, develops and retains a diverse, skilled and highly motivated workforce, delivering on the mandate of the organization. Over the next years, CSH will focus on developing and implementing a people cantered strategy, and positioning HR as a strategic partner contributing to the achievement of the mandate of FAO.

The Human Resources Division is composed of two main clusters, namely (i) the Integrated Talent Management, providing advice and managing position management, recruitment, mobility, staff development and training, performance management and social security; and (ii) the HR Strategy and Policy providing HR strategic guidance, policy and oversight.

 

Reporting Lines

The Human Resources Specialist reports to a HR Officer, CSH. 

 

Technical Focus 

Talent acquisition and management, talent outreach and strategic sourcing 

 

 

Tasks and responsibilities 

The HR Specialist will be recruited at either level A, B, or C, each corresponding to varying levels of responsibility. The assigned level will be determined based on the candidate’s relevant experience and the nature of the assignment. Responsibilities for each level are outlined below. HR Specialists are expected to perform tasks aligned with their designated level as below, either partially or fully, depending on their experience. 

Level A

•    Engage with hiring managers/units in proactively planning for their recruitment needs, follow up on established plans and provide advice as needed on selection processes for the recruitment of Professional, General Service and other categories of staff, ensuring adherence to policies and procedures.
•    Proactively engage all stakeholders in the achievement of corporate targets of Key Performance Indicators (KPIs) in terms of vacancy rate and time to fill. 
•    Provide HR advice and expertise to managers across the organization as well as promotes a stronger ‘business partner approach’ for more effective workforce management 
•    Review qualifications of candidates, ensure that the recruitment process is carried out in accordance with the overall recruitment plan and relevant policies and procedures.
•    Produce and extract reports and provide data analysis on recruitment trends, vacancy rate and other KPIs as needed, ensuring the accuracy of data. 
•    Produce relevant communication, notes and documents to assist Senior HR Officers, as necessary, in the communication on recruitment and staffing matters.
•    Provide expert HR advice to hiring unit on specific cases, identify solutions and/or reach agreement on complex recruitment and staffing matters. 
•    Advise on outreach efforts and initiatives to attract new talent and improve diversity in FAO, in line with the HR Strategy.
•    Finalize institutional HR agreements with external partners, following corporate partnership procedures. Build and scale up HR collaborations with the partner organizations including academic and research institutions.  
•    Participate in selections panels as an HR-representative, as and when required.
•    Review best practices, processes, standard operating procedures, relevant tools and systems to develop proposals, recommend changes, coordinate updates/revisions.
•    Identify training and learning needs, plans workshops/learning programmes to enhance HR capacity and share best practices and lesson learned among relevant stakeholders. 
•    May supervise affiliate workforce personnel (non-staff).
•    Perform other duties as required. 

Level B

•    Support hiring managers/units in proactive planning for their recruitment needs, follow up on established plans and provide advice as needed on selection processes for the recruitment of Professional, General Service and other categories of staff, ensuring adherence to policies and procedures.
•    Support all stakeholders in the achievement of corporate targets of Key Performance Indicators (KPIs) in terms of vacancy rate and time to fill. 
•    Manage the day-to-day implementation of recruitment activities, including coordinating the advertisement of vacancies, coordinating on the availably of panel members, preparing technical tests and necessary documentation, monitoring process of screening applicants, performing the screening and reviewing the qualifications of candidates, arranging interviews, and ensuring that the recruitment process is carried out in accordance with the overall recruitment plan and relevant policies and procedures.
•    Closely monitor the various stages of the recruitment processes assigned and follow up as needed to ensure that the time to fill the position is within the set deadlines
•    Prepare reports and provide data analysis on recruitment trends, vacancy rate and other KPIs as needed, ensuring the accuracy of data. 
•    Draft relevant communication, notes and documents to assist senior officers, as necessary, in the communication on recruitment and staffing matters.
•    Support and implement outreach and/or strategic sourcing efforts and initiatives to attract talent and improve diversity in FAO, in line with the HR strategic plan.
•    Ensure to finalize institutional HR agreements with external partners, following corporate partnership procedures. Build and scale up HR collaborations with the partner organizations including academic and research institutions. 
•    Closely monitor the various stages of the recruitment processes assigned and follow up as needed to ensure that the time to fill the position is within the set deadlines
•    Contribute to the revision of processes, standard operating procedures, tools and systems and implement updates/revisions.
•    Perform other duties as required. 

Level C 

•    Support and implement talent acquisition activities in accordance with FAO rules, regulations and policies. 
•    Contribute to planning and organization of selection processes. This includes engaging with hiring managers and programme units to plan the recruitment of vacant positions in designated clients.    
•    Support on implementation steps, raise awareness about the time-to-recruit KPI (120 days), and aim to conduct recruitment within this KPI. 
•    Support hiring managers in proactively planning for their recruitment needs, follow up on established plans and provide guidance as needed on selection processes for the recruitment of Professional, General Service and other categories of staff, ensuring adherence to policies and procedures.
•    Support and implement outreach and/or strategic sourcing efforts and initiatives to attract talent and improve diversity in FAO, in line with the HR strategic plan.
•    Ensure to finalize institutional agreements with external partners, following corporate partnership procedures. Build and scale up HR collaborations with the partner organizations including academic and research institutions.
•    On specific or routine and standard questions, in consultation with supervisor, provide HR guidance to hiring managers on recruitment and selection-related matters.
•    Provide input for the development and implementation of new HR products, tools, and systems for example improved trackers or Taleo system enhancements. 
•    Draft relevant communication, notes and documents to assist HR Officers, as necessary, on recruitment and staffing matters.
•    Act as a rapporteur in interview panels. 
•    Perform other duties as required. 

 

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

•    Master level degree or a Bachelor degree with additional two years of level work experience in human resources management, law, social sciences, business management, business administration, political science and international relations or a related field. 
•    With Master level degree a minimum of 10 years (level A), 5 years (Level B), 1 years (level C) of relevant working experience in Human Resources. 
•    With Bachelor level degree a minimum of 12 years (level A), 7 years (level B), 3 years (level C) of relevant working experience in Human Resources. 
•    Working knowledge (proficient – level C) of English.

•    Degree or Certificate in Human Resource Management is a strong asset. 

 

Technical/Functional Skills (level B)

•    Extent and relevance of experience in human resources talent acquisition and management.
•    Experience in human resources planning and management, including workforce planning, acquisition and management. 
•    Extent and relevance of experience in development and implementation of human resources recruitment policies and procedures.
•    Knowledge of automated human resources management system; familiarity with Enterprise Resource Planning systems is required.
•    Extent and relevance of knowledge and experience in talent outreach and strategic sourcing. 
•    Extent and relevance of experience in HR partnerships and institutional collaborations. 
•    Ability to analyse complex issues and suggest solutions.
•    Experience in supervisory roles.
•    Ability to identify issues, proactively formulate advice and analysis, draw conclusions and recommendations on a wide range of policy, operational, management and administrative HR-related matters.
•    Working knowledge (proficient – level C) of another FAO official language is considered a strong asset.
•    Degree or Certificate in Human Resource Management is a strong asset. 

 

Technical/Functional Skills (level C)

•    Experience in human resources, providing support and guidance on recruitment and selection-related activities.
•    Experience in the implementation of human resources recruitment and selection processes.
•    Familiarity with automated human resources management systems.
•    Extent and relevance of knowledge and experience in talent outreach and strategic sourcing. 
•    Extent and relevance of experience in HR partnerships and institutional collaborations. 
•    Intermediate knowledge (level B) of a second FAO official language (Spanish, French, Chinese, Russian and Arabic) is a strong asset.  
•    Degree or Certificate in Human Resource Management is a strong asset.
