  1. Background/Context

The Country HSS Manager serves as the lead technical resource on health, safety and security risks as well as crisis management in North of Central America and Mexico. This function is line managed (direct) by the Country Director (CD) and managed in a technical line (dotted) by the Regional Head of HSS. This role acts as the technical supervisor for HSS staff in the Area Offices and holds direct supervision of HSS staff within the Country Office. The HSS Manager further serves as a core member of the Country Management Group (CMG) and Crisis Management Team (CMT).

  1. Generic Responsibilities

The following is a brief description of the role:

  • Promote and stimulate HSS risk management culture.
  • Provide CMG with strategic advice based on changes to the context.
  • Oversee and support HSS management to staff, assets, operations and reputation of NRC in countries covered by NCA&M.
  • Implement the NRC Global HSS Management System at CO level and provide reports as required.
  • Develop and maintain key HSS documents and procedures including strategy and budget.
  • Act as an adviser to the Crisis Management Team (CMT) leader during a crisis and take lead as and when delegated.
  • Responsible for the implementation of Security Risk Assessments (SRA) and status reviews.
  1. Specific Responsibilities
  • Responsible for the development and implementation of a robust security structure in the countries of operation (Honduras, El Salvador, Guatemala and Mexico)..
  • Develop specific SOPs, security reports and contingency planning as needed
  • Work closely with programme staff to plan and coordinate activities in the field from a security perspective. Ensure analysis trends and forecasting are brought into both security and programme planning as well as incorporation of respective HSS costs in programme budgets.
  • Support Area Managers in implementing the risk management approach defined by HSS, including reviews and updates of Security Risk Assessments (SRAs).
  • Provide technical support to CO and AO during security incidents and crisis situations as well as being a key member of the Crisis Management Team.
  • Ensure the HSS team contributes and maintains the documentation of security incidents in NRC Protect and updates for a comprehensive view on events & trends.
  • Organise and implement HSS relevant trainings (HEIST, First Aid etc.) as well as drills for specific HSS procedures.
  1. Generic Professional Competencies
  • Minimum 3 years of experience from working as a senior HSS Manager in a humanitarian/recovery context, preferably in Latin American contexts.
  • Professional qualifications or studies in social or political sciences, security management or related fields.
  • Previous experience from working in complex and volatile contexts.
  • Documented results related to the position’s responsibilities.
  • Knowledge about own leadership skills/profile.
  • Fluency in Spanish and English, both written and verbal.
  • Knowledge of the context in countries covered by NCA&M.
