NRC has been present in Nigeria since 2015 and has been working to help displacement-affected communities meet their basic needs, improve their livelihoods, access essential services, and enhance their resilience to future shocks through our six core competencies: water, sanitation, and hygiene (WASH), Shelter, Education, Information-Counselling and Legal Assistance (ICLA), Livelihoods and Food Security (LFS), Camp Management, and Protection. NRC provides immediate assistance during the onset of emergencies through the rapid response mechanism (RRM). With a workforce of 370 staff and a presence in key locations such as Maiduguri (in Borno State), Yola (in Adamawa State), and Jos (in Plateau State), NRC can respond to the needs of those affected by the conflict across North-East, and North Central Nigeria.
These strategic locations have allowed NRC greater reach from the north and south parts of the North-East and North Central region and allowed NRC to contribute to bridging the gap between humanitarian aid and development cooperation, including by focusing on equitable access to basic services and strengthening the rights of displaced people and returnees. In addition to the Country Office and the above-mentioned Area Offices, NRC has sub-office structures in Monguno, Mubi, Pulka, and Gwoza.

If you are one of those people, the Norwegian Refugee Council in Nigeria is looking for an enthusiastic and passionate Logistics Officer to join our team in Jos, Plateau State. The purpose of the HR/Admin Team Leader position is the day-to-day implementation of the HR support and administrative functions and responsibilities in the Plateau Area Office.
Responsibilities
- Ensure adherence with NRC policies, tools, handbooks and guidelines
- Implement delegated support function portfolio according to the plan of action
- Prepare and develop status reports as required by management
- Ensure proper filing of documents
- Promote and share ideas for improvement of the support function
- Ensure development and implementation of administrative systems and procedures
- Ensure adherence to NRC policies and the national labour law in all processes and procedures
- Supervise the HR/Admin team at the area office level; responsible for individual meetings, development, and review of the team performance
- Ensure that staff records in all field offices in the area are up to date and filed appropriately in the HR personnel file archive
- Responsible for implementation of HR policies and procedures
- Responsible for managing the NRC people Solution at the Area Level
- Ensure that all recruitments at the area level are followed up from start till finish
- Support hiring manager with new staff orientation and induction process.
- Coordinate the team’s daily work tasks, improving processes and developing the team
- Support staff with the tools & procedures for performance management
- Oversee administrative responsibilities: accommodation booking, facility management, utilities, store management etc.
- Take the lead in vacancy announcements and longlisting of requested positions according to the approved organogram
- Manage the HR/Admin budget for the area office and ensure spending according to plan and timeline.
- Advice in personnel conflicts/processes when relevant
- Coordinate staff contract renewals, exits, introductions, training, staff benefits schemes etc.
- Coordinate with relevant partners, suppliers, and authorities
- Any other duty assigned

- These are skills, knowledge, and experience that are important for effective performance.
QUALIFICATIONS:
- Three (3) year’s experience working as an HR/Admin personnel, from an Officer level and in a humanitarian/recovery context
- University degree in Human Resources / Business Management or any Social Sciences
- Previous experience working in complex and volatile contexts.
- Documented results related to the position’s responsibilities
- Knowledge about own leadership skills/profile
- Fluency in English, both written and verbal
- Good knowledge of the Nigerian Labor Law
