We are looking for a dynamic Human Resources Consultant to join our team in the Compensation Division of State Civil Service (SCS), which works to uphold the Constitutional authority (Article X, Section 10) granted to the SCS Commission, by ensuring Louisiana has a uniform classification and pay plan for the classified service.
The Compensation Division serves as a consultative partner with state agencies to determine appropriate strategies and solutions in meeting departmental classification and compensation objectives. The mission of Compensation is to promote state government as a competitive employer of choice by providing an equitable, research-based compensation framework to ensure the recruitment and retention of Louisiana’s classified workforce.
The selected applicant for this position may be eligible to telework (1) day a week.
This position will assist in the recruitment and retention of Louisiana’s qualified classified workforce through the use of flexible pay mechanisms, making recommendations for salary administration policies, and adjustments in the state’s compensation structure. The position will also be responsible for determining the allocation of position descriptions by performing an analysis and evaluation of duties and responsibilities.
Candidates with experience and demonstrated competency in the use of Microsoft Office Suite (Excel, Word, and PowerPoint) are preferred but not required. The ability to manage and prioritize multiple projects and tasks, and analyze, synthesize, and draw conclusions from data with minimal supervision are also preferred.
This position reports directly to a Human Resources Consultant Supervisor within the Compensation Division.

MINIMUM QUALIFICATIONS:
A baccalaureate degree.
SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
NOTE:
Any college hours or degree must be from an accredited college or university.
Provides consultation to state agencies on State Civil Service rules, guidelines and procedures.
Assists in the review of selected groups of positions to determine the appropriateness of
allocations and the equity of pay grade assignment through application of an established
evaluation system.
Conducts research and development projects; analyzes data collected and prepares reports
containing findings and recommendations.
Participates in the study of positions and jobs to determine duties and responsibilities; compares the work assignments to other positions in the public and private sectors and researches the history of jobs and their usage by agencies.
Assists in the development of job specifications.
