Overview

The HRH Management Advisor will provide technical support to the Human Resources Development staff at all levels of the Federal Ministry of Health to strengthen the capacity for human resource planning and budgeting; recruitment, deployment, and retention; training and professional development; performance planning and management, and implementation of HR policy and procedures for effective human resource management (HRM).  S/he will facilitate organizational capacity assessment and planning for organizational learning and improvement, facilitate implementation of planned activities, and provide hub-and-spoke style training in HRM to relevant staff so they can become effective HR managers in the long term. 

The ideal candidate will have technical expertise and prior experience in program management or HRH program implementation and, more specifically, human resources management (HRM), experience working with Government of Ethiopia and other key stakeholders, leading teams, communicating and networking, completing deliverables on time, and achieving results. 

Responsibilities

Under the guidance and leadership of the Senior HRM and LMG Advisor, the HRH Management Advisor will work to strengthen Human Resource Management at the Federal Ministry of Health and relevant structures at sub-regional and local levels. The Advisor will support HRH policy and standards development; build the capacity of HRH staff in workforce optimization strategies and tools; utilize the HRIS for analysis and decision-making; and contribute to program learning, monitoring and evaluation and research. The advisor will also support the MOH’s high impact leadership development program considering HRM.

Support development of locally adapted approaches for and build capacity on health workforce planning and long-term forecasting of HR needs

  • Plan and build capacity for use of National Health Workforce Accounts (NHWA) to support optimization of staffing needs and HRH decision making at the national level
  • Support Regional HR Management Advisors in the institutionalization of the Workload Indicators of Staffing Need (WISN) Tool at facility level for workforce planning
  • With the Senior HRM and LMG Advisor, develop and implement innovative deployment, motivation, and retention schemes that address workforce shortages and high turnover rates, including gender-related challenges in the system
  • Develop and implement a health sector performance-based evaluation system, including the Balanced Score Card for regional and local governments and facilities
  • Support development and implementation of HR directorate action plans
  • Liaise with existing implementing partners and coordinating bodies on the ground to support HRH activities
  • Supervise regional HRM Advisors working on HR management strengthening
  • Perform other duties appropriate to the position as assigned by the Senior HRM and LMG Advisor or his/her designate
  • Provide technical assistance to MOH, RHBs and HWIP regional advisor around LMG in light of HRM

Required Qualifications

  • Advanced degree in human resource management, public health, public administration, or a related discipline
  • At least nine years of progressively responsible experience in designing and implementing HRM and capacity development programs and interventions
  • Experiences in providing technical supports around LMG, high impact leadership development programs at national, regional districts and facility levels
  • Demonstrated experience providing technical assistance to the Ethiopian health sector including the Federal Ministry of Health, Regional Health Bureaus or comparable breadth in private sector
  • Practical experience in staff supervision, coaching and capacity building
  • Demonstrated competence in assessing priorities and in managing a variety of activities in a time-sensitive environment, and in meeting deadlines with attention to detail and quality.
  • Strategic thinker with motivational, managerial, coordination, and organizational skills.
  • Ability to work as a member of a team, and to contribute to developing a new project in a dynamic environment with initiative and a results orientation.
  • Proven programmatic, technical, and interpersonal skills to collaborate effectively with professional colleagues in a broad range of local public institutions and NGOs.
  • Understanding of USAID administrative procedures and requirements a plus.
  • Demonstrated computer skills in MS Office Suite applications, including Word, Excel, and PowerPoint.
  • Fluency in written and spoken English required.
  • Willingness to travel within Ethiopia.
