The Organizational Setting
The Regional Office serves ICAO Member States in the region assisting them in the development of comprehensive regional plans of the air navigation system and the improvement of these plans, as well as the world-wide ICAO provisions and procedures. It conducts mandatory safety oversight assessments of States’ Civil Aviation Authority, it sustains extensive missions and meeting activities, disseminating information and encouraging participation in all ICAO activities. It helps States develop and implement technical cooperation programmes to this end.
The incumbent reports directly to the Deputy Regional Director with whom s/he consults on complex technical issues.
Major duties and Responsibilities
Function 1 (incl. Expected results)
Provides guidance, assistance and advice to States in the conduct of gap analysis and the development of national/regional implementation plans and provide Secretariat support to Regional Aviation Safety Groups, achieving results such as:

Analyse and proactively assess a State’s USOAP results related to personnel licensing, aircraft operations and flight safety on a regular basis with emphasis on any issues raised by the Monitoring and Assistance Review Board (MARB), International and regional organizations and other appropriate stakeholders and provide technical advice and recommend solutions on such issues), achieving results such as:

Maintains a record of the status of implementation of ICAO provisions and provides advice to State Civil Aviation Authorities on measures required for effective implementation of the provisions in the fields of Aviation Medicine (AVMED), Operations (OPS), Accident Investigation and Prevention (AIG) and Dangerous Goods (DG), achieving results such as:

Coordinate and facilitate the conduct of training, seminars and workshops relating to personnel licensing, aircraft operations and flight safety including State Safety Programme (SSP) and Safety Management System (SMS), may be required, achieving results such as:

Conduct technical studies, develop reports and prepare correspondence as necessary for transmittal to Contracting States, the AFI Plan Steering Committee, international and regional organizations, and other partners and stakeholders, achieving results such as:

Liaise with Regional Office and Headquarters technical staff members, international and regional organizations, industry partners as well as other stakeholders in order to develop new partnerships to further provide implementation support to Contracting States, achieving results such as:

An advanced-level university degree (Master’s degree or academic equivalent) in an aviation-related technical field, is required. A first-level university degree in combination with two additional years of qualifying experience in an aviation-related technical field, may be accepted in lieu of the advanced university degree.

Professionalism: A good knowledge of national of national civil codes and civil aviation regulations is an asset, including familiarization with regional and State initiatives and aircraft operations-related regulations developed for common use of a group of States. Knowledge of the Convention on International Civil Aviation , ICAO Standards and Recommended Practices (SARPS) relating to flight safety, and related guidance material specifically related Annexes 1, 6, 13 and 18. Knowledge of other ICAO Annexes and documents. Conditions of Employment
It should be noted that this post is to be filled for a period of 3 years (first year is probationary for an external candidate).
ICAO staff members are international civil servants subject to the authority of the Secretary General and may be assigned to any activities or offices of the Organization, in accordance with the provisions of the ICAO service code.
ICAO staff members are expected to conduct themselves in a manner befitting their status as international civil servants. In this connection, ICAO has incorporated the 2013 Standards of Conduct for the International Civil Service into the ICAO Personnel Instructions.

The statutory retirement age for staff entering or re-entering service after 1 January 2014 is 65. For external applicants, only those who are expected to complete a term of appointment will normally be considered.
