Special Notice:

A Short-Term Appointment is used to recruit staff to meet short-term needs. The duration of this assignment is provided above. The maximum duration of a short-term appointment including extensions shall not exceed 12 months.

A Short-Term Appointment does not carry any expectancy, legal or otherwise, of renewal and shall not be converted to any other type of appointment.

Due to the short-term nature of the assignment, the ICC reserves the right to make an appointment at one grade lower than that stated in the vacancy with a modified job description.

A current ICC staff member who is holding a fixed-term appointment may apply for any short-term position. Where a current ICC staff member is selected to a short-term position, he or she will be temporarily assigned to the position in line with section 4.10 of ICC/AI/2016/001. GS-level posts are subject to local recruitment only.

The terms and conditions of service for staff members appointed under a short-term appointment are governed by ICC/AI/2016/001.

Organisational Context

The International Criminal Court and the Trust Fund for Victims.

The International Criminal Court (the Court or ICC) is the permanent international court based in The Hague, The Netherlands established by the Rome Statute in 1998 to investigate and prosecute individuals accused of the crime of genocide, crimes against humanity, war crimes and the crime of aggression. The ICC has jurisdiction over the most serious crimes committed after 1 July2002, in the territories of States that have acceded or ratified the Rome Statute or by their nationals.

The Trust Fund for Victims (TFV) is provided for by the Rome Statute that established the ICC. Its mandate is to mobilize resources and implement Court-ordered reparations, and other programmes for the benefit of victims of the crimes under the jurisdiction of the ICC. The TFV is governed by a Board of Directors, appointed by the Assembly of States Parties, and supported by a Secretariat, administratively attached to the Registry of the ICC. The TFV has currently programmes in seven situations under the jurisdiction of the Court, and is implementing also programmes responding to four reparation orders issued by ICC judges.

Duties and Responsibilities

The Field Programme Assistant will support the operations of the TFV as a member of the field program team in Bamako, Mali. The Field Programme Assistant works under the direct supervision of the Programme Manager for Mali. The incumbent performs the following duties:

Programme support:

  • Assist in conducting research and gathering information for the development, implementation, and closure of programs and projects;
  • Support the preparation of all documents related to programme design, implementation, and closure;
  • Support the quality and implementation of projects by identifying and reporting gaps, best practices, lessons learned, and key achievements with a view to promoting them to partners at the national and international levels;
  • Assist in the implementation, monitoring, supervision, and evaluation of the Trust Fund”s field activities for the benefit of victims and its partners in accordance with the Trust Fund”s strategic documents and priorities;
  • Provide support in the development and maintenance of a clear and transparent filing system within the Country Office;
  • Support the development of a national and international network, as well as liaison and coordination with implementing partners, civil society, authorities, beneficiaries, and other programme stakeholders;
  • Contribute to monitoring the political, security, and social context and developments in the field of criminal justice, transitional justice, and in particular efforts in the area of reparation and memory

Support for monitoring and evaluation:

  • Assist the programme team in regularly monitoring activities implemented directly and/or with implementing partners;
  • Assist the programme team in collecting weekly feedback received by the Victims Trust Fund through the feedback mechanism and responding to it;
  • Prepare work plans and monitoring and evaluation schedules related to field activities;
  • Support the process of submitting and reviewing narrative reports from partners
  • Participate in the preparation of progress reports and the monitoring of projects prepared regularly for judges, donors, the Assembly of States Parties, or others;

Financial support:

  • Assist in the preparation of the budget related to programme activities in the field
  • Support the process of submitting and reviewing financial reports from partners
  • Make payments and/or deposits in accordance with administrative and financial procedures

Fundraising support:

  • Contribute to the writing of project proposals for the purpose of obtaining Trust Funding
  • Research and prepare documents on the strategies and priorities of various donors
  • Support short-, medium-, and long-term Trust Fundraising efforts

Communication support:

  • Contribute to the development of communication plans
  • Develop key messages to share with partners and various target groups based on their needs and those of the Trust Fund
  • Support the development of communication materials and content
  • Facilitate liaison with the press, in particular through the organization of press conferences and other communication and visibility activities
  • Participate in all other external communication activities of the programme in Mali

Administrative support:

  • Provide administrative support to the programme team in organizing events, meetings, workshops, etc.
  • Organize travel for the programme team, including preparing and closing travel requests
  • Contribute to the processing, filing, and archiving of documents, photos, and other materials
  • Prepare PowerPoint presentation materials/slides for presentations at meetings/workshops and prepare all necessary documents for meetings.

Essential Qualifications

Education:

  • Diploma of secondary education is required.

Experience:

  • At least six years of relevant professional experience in programme and/or project management, or in another related field, including communication, liaison with civil society actors, event organization, or Trust Fundraising is required; a higher education or undergraduate degree may be considered equivalent to two years of professional experience for eligibility purposes only;
  • Knowledge of transitional justice and reparations concepts is desirable;
  • Previous experience in engaging with communities and victims affected by conflict is desirable.

Knowledge, skills, and abilities:

  • Ability to support research and reporting, which requires analytical and writing skills;
  • Proficiency in monitoring and evaluation principles and tools;
  • Good organisational, administrative and planning skills in an intercultural and multidisciplinary environment covering various geographical areas;
  • Team player, able to engage productively and achieve results, even outside the direct hierarchical framework;
  • Ability to work under pressure, independently, and contribute to finding creative solutions to achieve set objectives, within the regulatory and policy framework in force at the TFV/ICC;
  • Knowledge in gender considerations
  • Proficiency in Microsoft applications.

Knowledge of languages:

  • Proficiency in one of the working languages of the Court, French or English, is required. Knowledge of the other language is desirable.
  • Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) would be considered an asset.
  • Knowledge of one or more languages spoken in Mali would be desirable

General Information

– Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2) to implement a tenure policy at the Court as of 1 January 2025.

– The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy. The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check.

– Post to be filled by a national of a State Party to the ICC Statute, or of a State which has signed and is engaged in the ratification process or which is engaged in the accession process. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.3) to introduce a moratorium on the recruitment by the ICC of staff of non-States Parties’ nationality.

– In accordance with the Rome Statute, the ICC aims to achieve fair representation of women and men for all positions, representation of the principal legal systems of the world for legal positions, and equitable geographical representation for positions in the professional category.
