Contract Duration:: For initial appointments, the Court offers a two-year appointment with the possibility of extension (six month probationary period).

A roster of suitable candidates may be established for this post as a result of this selection process for fixed-term appointments against both established posts and positions funded by general temporary assistance (GTA).

Important:

Recruitment for this post in the General Service category is done on a local basis. As a result, staff are generally recruited from the area in which the particular office is located but could be of any nationality. Candidates applying to a post in the General Services category shall meet the relevant employment and immigration requirements in the country of the duty station, including fulfilling residence and work permit conditions.

Applicants will be responsible for any expenses incurred in relation to: visa, travel to and from, and relocation to and from the duty station, in the event of an employment offer.

A staff member in the General Service category who has been locally recruited shall not be eligible for the entitlements and/or benefits exclusively applicable to internationally recruited staff.

Organisational context

In accordance with article 43 paragraph 6 of the Rome Statute, the Victims and Witnesses Section (VWS) shall provide protective measures and security arrangements, counselling and other appropriate assistance for witnesses and victims who appear before the Court and to others who are at risk on account of testimony given by such witnesses. The unit may advise the Prosecutor and the Court on appropriate protective measures, security arrangements, counselling and assistance as referred to in article 43, paragraph 6.

The Section is responsible for ensuring that the witnesses appear in the court appropriately protected and supported and as scheduled by the Chambers. Furthermore, it is responsible for the management of the ICC Protection Programme and may cooperate with States, intergovernmental and non-governmental organizations in providing any of the protection and support measures stipulated by the Statute. The VWS organizationally belongs to the Division of External Operations in Registry.

Duties and Responsibilities

Under the General supervision of the Operations Centre Team Leader and direct supervision of the Associate Case Officer in charge of the Operations Centre of the Victims and Witnesses Section (VWS) in the Division of External Operations, the Senior Welfare Assistant will provide services to maximize the overall wellbeing of victims and witnesses.

Duties will include:

  1. Supervision of the trial operations, carrying out the following responsibilities:
  • Cooperation with the different VWS teams, to monitor the smooth handling of Court activities and the case management of witnesses and others at risk managed by the Operations Centre;
  • Participation in meetings with the different parties regarding the preparation of beneficiaries for their appearance before Court;
  • Functional supervision of the Case Management Assistants providing case management to witnesses/victims and accompanying persons in their daily duties;
  • Responsibility for the implementation, distribution and maintenance of the daily schedule related to the Court activities;
  • Timely and correct data entry and maintenance of the VWS databases;
  • Supervision and training of Witness Assistants in their daily duties at HQ;
  • Supervision of interns when necessary;
  • Act as Officer in Charge of the Operations Centre in absence of the Associate Case Officer.
  • Implement any other measures or instructions issued of the supervisors in support of trial or case management activities.
  1. Provision of case management services to victims and witnesses in accordance with articles 43 and 68 of the Rome Statute, Rules 16 to 18 of the Rules of Procedure and Evidence and Regulations 79 to 96 of the Regulations of the Registry. Implementation of these services for beneficiaries appearing before the Court will include:
  • Preparation of the beneficiaries for their Court appearance in collaboration with the VWS Situational Teams;
  • Coordination of the necessary facilities and services to maximize the physical safety, security and welfare of the witnesses/victims appearing before the Court;
  • Responsibility for the coordination of psychosocial and medical assistance in respect of witnesses who arrive at the seat of the Court to testify;
  • Facilitation of medical care upon direction of the Associate Case Officer or Team Leader in coordination with the VWS psychosocial team;
  • Monitoring the Activity Program for witnesses;
  • Conducting in-Court familiarization;
  • Facilitation of meetings including welcome briefings and courtesy meetings;
  • Provision of the in-Court assistance.
  • Direction and guidance in relation to the management of witnesses under protection and in the care of the Operations Centre.
  1. Assist the Team Leader and Associate Case Officer in coordination with other situation teams with the provision of welfare services for participants in the ICC Witness Protection Program, which will include:
  • Delivery of welfare service in preparation of, during and after relocation under the ICC Protection Program;
  • Collaboration with the local authorities on the provision of services;
  • Coordination with the Services Unit and especially with the psychosocial team with regard to vulnerable witnesses’ and victims’ specific needs.
  1. Perform other duties as required.

Essential Qualifications

Education:

Completion of secondary education.

Experience:

A minimum of 10 years of progressively responsible experience in a victim/witness related environment, administration is required. An advanced or first-level university degree may be considered as a substitute for two years working experience only to determine eligibility.

Knowledge, Skills and Abilities:

  1. Proven ability to work with clients from a wide range of ethnic and cultural backgrounds; experience in working with (vulnerable) victims, witnesses, children, the elderly and the disabled and persons at risk;
  2. Strong communication skills; ability to create and maintain contact and cooperation with external interlocutors;
  3. Willingness to work flexible hours;
  4. Relevant computer skills;
  5. Skills in drafting reports and conducting research;
  6. Ability to work in a team as well as to work under pressure and without close supervision; desirable experience working with persons living in conflict or post-conflict environments.
  7. Any medical background and or training is desirable
  8. Experience working in a control / operations room environment is desirable.

 

Knowledge of Languages:

Proficiency in one of the Court”s working languages, English or French, is required. Working knowledge of the other is an asset. Knowledge of another official language of the Court would be considered an asset (Arabic, Chinese, Russian, Spanish). Knowledge of the Dutch language would be considered an asset.

General Information

– Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2) to implement a tenure policy at the Court as of 1 January 2025.

– The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy. The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check.

– Post to be filled by a national of a State Party to the ICC Statute, or of a State which has signed and is engaged in the ratification process or which is engaged in the accession process.
