Background of the project

Despite global efforts to improve smooth transitions and school readiness through early childhood care and education programmes, children often enter primary school with varying levels of preparedness. This project builds on previous successful work in Bangladesh, Nepal and Tanzania, that focused on the readiness of both children and caregivers to enter the preschool education programme, through an initiative called Every Newborn-Reach Up Early Education Intervention for All Children (EN-REACH). This new project will support the adaptation of the EN-REACH programme to incorporate key components on teacher readiness to facilitate easy transition to pre-primary education (EN-REACH-ED)

Assignment/Activity: The consultant must comply with the overall Terms of Reference for the consultancy.

Location: Bangladesh/Abroad

Expected start date of assignment: March, 2025

Duration: 20 days

Scope of work:

The consultant will report to their respective supervisor and complete the assigned tasks as outlined in the Terms of Reference (ToR). Key responsibilities include providing expert consultation for developing a comprehensive cost evaluation framework, providing training on cost evaluation tools across three sites, attending an international data analysis workshop in Bangladesh, and conducting both preliminary and final cost evaluation data analyses for publication. Additionally, the consultant will assist in drafting a manuscript to ensure the effective dissemination of research findings.

Specific responsibilities:

  • Review EN-REACH Education project activities to develop a comprehensive cost evaluation framework for both start up and implementation phase.
  • Provided training on cost evaluation tools.
  • Facilitate training on cost data collection and documentation across three sites.
  • Monitoring data collection and ensuring proper data management.
  • Attend an international workshop in Bangladesh.
  • Conduct preliminary and final cost evaluation analysis to generate evidence based on cost-effectiveness analysis to guide sustainable policy formation
  • Assist in drafting a cost- effectiveness manuscript and produce impactful publication

Expected deliverables:

December 31, 2025

Required qualifications and experience:

  • PhD in Health Economic;
  • Training on Economics of Global Health, Early Childhood development and Education;
  • At least 10 years of experience in health economics focusing ECD and education;
