The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.
IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

Country context of the role
This position is part of the Country Cluster Delegation of Central African Republic (CAR) and Chad and will provide operational and programmatic support to the members of the Federation. This includes the Red Cross of Chad and Participating National Societies (PNS) working in Chad and the sub-region. The Country Delegation Cluster provides disaster management coordination, high-level representation of the IFRC, advocacy and communications, capacity building of the National Society, resource mobilization and partnership development. These are some of the essential elements to ensure effective coordination of members and management of strategic partnerships and resources that support the work and increase the influence of the IFRC and National Societies in the region. On the technical side, the position is part of the programme department of the delegation based in CAR covering Bangui and N’Djamena. This programme unit is part of the regional operational capacity of the IFRC’s Health, Disaster, Climate and Crises Unit. As such, the field program manager is called upon to coordinate with field, country and sub-regional teams according to the objectives of the program or operation.
This position will be covering Chad floods operations and changes such as the possibility of population movement in targeted locations. The main coordination platforms will be in N’djamena where the NS has its headquarters and Bongor where the base of the operation is established. The position will also manage the IFRC team involved in the Chad floods operation, including the field coordinator and the field officer and the technical team recruited for the operation.
Reporting to the Head of Country Cluster Delegation with technical support from the Coordinator, Disaster Management in Chad, the incumbent provides the technical lead to ensure optimal coordination and direct management of resources required for the effective and efficient implementation of the emergency operation. Assume overall responsibility for leading the Chad Floods operation on behalf of the IFRC Bangui Country cluster delegation, ensuring appropriate links with the IFRC structure and appropriate application of the operational strategic direction.
Support to strengthen or establish coordination that strengthen the NS positioning and aligns with the new way of working of the Secretariat, Movement principles, contexts and values
Monitoring, evaluation, reporting
Champion high quality accountability standards and ensure compliance with relevant policy and procedures.
