Job Summary
The International Monetary Fund (IMF) is looking to hire a Division Chief (Infrastructure Operations) who will be reporting to the Chief Technology Officer / Deputy CIO of the IMF.
This position requires an individual with a sound technical background, as well as an ability to work across ITD divisions and IMF departments to align priorities and plans with key business objectives. The Division Chief provides strategic and operational directions for the organization’s technical infrastructure,cybersecurity, field offices, and resilience (including hardware, software, servers, databases, storage, networks, audiovisual equipment, cyber security infrastructure, workstation services, service management, identity governance and administration, privilege access management, user support and IT facilities, multi-cloud services, business continuity and resilience) in support of IMF business needs.
Major Duties and Responsibilities:
1. Leadership
a. Provides leadership, motivation, coaching, professional development and day-to-day support to foster an engaged work environment with a focus on customer service.
b. Oversees the selection, development, deployment, monitoring, maintenance, and enhancement of the Fund’s technology infrastructure.
c. Assists staff in developing methods and processes to improve the effectiveness, efficiency and security of the network services, desktop support and user support functions.
d. Stays current in technology trends and proactively provides technology recommendations.
e. Will serve as a liaison including developing and maintaining relationships with other Chiefs in ITD and IMF clients.
f. Establishes service level agreements and monitors progress toward key service delivery performance indicators (KPI’s) or metrics.
g. Work with Enterprise Architecture,Information Security Group, and products divisions to develop the delivery of IT standards, best practices, architecture and systems to ensure information system security and effective provisioning across the enterprise.
h.Ensure that appropriate level of communications takes place throughout the division by facilitating/participating in monthly open-book meetings, conducting regular team meetings, encouraging an open-door policy, and proactively seeking feedback from team members.
i. Oversee the recruitment of ITDIO division personnel, coach and develop existing employees, appraises personnel accurately,
j. Translate corporate goals into functional and individual goals, monitoring performance and initiate action to strengthen results
k. Negotiate at senior level on technical and commercial issues with product teams. Influence the development and enhancement of business and enterprise platforms.
2. Operations
a. Oversees the daily operations of the Infrastructure Operationsdivision (hardware, software, servers, databases, storage, networks, audiovisual equipment, security infrastructure, workstation services, service management, identity governance and administration, privilege access management, user support and physical IT facilities)
b. Implements and maintains all network services infrastructure with special emphasis on the security and stability of Funds systems and their confidential data.
c. Participates in the planning and implementation of security standards, practices and procedures to ensure system security and legal compliance.
d. Manage vendor relationships ensuring that service levels and vendor obligations are met.
e. Oversee the development, schedule, test of the IT Disaster Recovery plan and Procedures.
f. Governs and manages resources, directing and leading the implementation and on-going operation of an effective service organization, ensuring delivery of effective services/resources in line with current and planned demand and reviewing the effective provision.
g. Manage the administrative and capital budget of the division, ensure maximum value for money and find optimization opportunities.
3. Project Sponsorship
a. Align the infrastructure project with business goals, strategy, and objectives
b. Ensure the project’s proper launch, execution and value realization.
c. Manage risks and changes while ensuring the project’s quality
d. Support the project team with knowledge and guidance.
4. Information Security
a. In close coordination with the CISO, continually update and implement the strategic roadmap for cybersecurity platforms in alignment with the IMF’s overall cybersecurity strategy.
b. Oversee the operations of cybersecurity platforms, ensuring secure administration, optimalperformance and resilience.
Minimum Qualifications and Experience
- Advanced Degree in Computer Science, Computer Information System, Engineering, or related field with a minimum of 15 years of relevant professional work experience, with supervisory/managerial experience.
- Proven track record of success in technology leadership positions.
- Advanced technological skill set and a demonstrated history with technology.
- Exceptional project management and organization skills.
- Broad knowledge of solutions architecture: infrastructure, network, application, cybersecurity, field office support and technical resilience / business continuity, and database to deliver high quality technology solutions that address business needs.
- Demonstrated knowledge of service provisioning, designing, support, technical direction, technology induction, monitoring, reporting, ensuring SLA adherence, process adherence, contract management, security (incident monitoring, response and security control operation), automation, process streamlining,and overall management of delivery of infrastructure and security services.
- Outstanding communication abilities.
- Understanding of cloud technologies, managed service providers and project management.
- Conceptual knowledge and direct experience with ITIL framework and application of service modules including Service Strategy, Design, Transition, Security and Operations, Release Management, Configuration Management, Incident Management, Problem Management, and Service Level Management concepts and processes.
- Excellent management of third-party service providers and vendors.
This vacancy shall be filled by a 3-year Term appointment in accordance with the Fund’s new employment rules that took effect on May 1, 2015.
The position requires Review Committee /Senior Review Committee Approval.
