Created in 1982, Humanity and Inclusion (HI) is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. Working alongside people with disabilities and other vulnerable groups, our actions are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights. HI was the co-winner of the Nobel Peace Prize in 1997 for its role in the International Campaign to Ban Landmines and was recently awarded (October 2016) a prize by the Office of the Presidency in Somaliland for services to Persons with Disabilities.

Humanity & Inclusion (HI) currently is expecting to start implementing 2 years project Phase 4 – Leave no one behind: Enabling the uptake of the IASC Guidelines on Disability-Inclusion for lasting impact through side-scaling & localization

RESPONSIBILITY OF THE POSITION/ROLE OF THE EMPLOYEE:

Based in Hargeisa, with frequent travel to other regions of Somaliland and Mogadishu, and under the line-management of the Country Manager, the PM will have the following responsibilities.

Project Manager’s Main Objective:

The Project Manager will ensure the timely and effective management and implementation of and follow up activities in Hargeisa, Mogadishu and the environs. He/she will be ensuring efficiency, quality, impact and accountability, according to HI standards & donor’s criteria. The Project Manager will line manage the team, liaise with the different country focal points, support and accompany partners in the implementation, and support overall project implementation in all countries.

  1. Management
    1. Line-manages the project’s team members
      1. Sets individual objectives, evaluates individual performance, contributes towards the professional & career development of his/her team members, monitors competences
    2. Organizes and leads regular team meetings
    3. Manages the recruitment and selection of new team members
    4. Ensures strict application and respect of the program’s Internal Regulations by the project team.
  2. Expertise
    1. Provides the technical expertise for his/her project
      1. Ensures that the activities implemented comply HI technical norms and standards
      2. Adapts the project documentation to international technical norms and standards, when necessary
      3. Runs technical training for his/her staff when relevant in coordination with HI Technical Specialists
      4. Is in charge of the technical quality and relevance of project activities implemented within his/her scope of expertise
      5. Ensures technical learning from projects by drawing on lessons learned and good practices
      6. Makes sure global and field technical specialists get the information they require and collaborates with PIN and HQ Technical Unit when necessary
      7. Adjusts his/her activities to audit recommendations, per consultation with operations and technical managers, if applicable
    2. Helps to coordinate technical professional development and facilitate a community of practice, in collaboration with PIN, Regional, and HQ Technical Specialists
    3. Manages relationships with local authorities, partners, or other relevant stakeholders
  3. Implementation and Monitoring
    1. Ensures project implementation, in collaboration with the relevant services and in line with general standards and procedures
      1. Ensures the planning of activities and establishes action plans
      2. Ensures that activities are implemented in line with the project proposal and the allocated budget
      3. Ensures that activities are implemented according to internal quality and technical standards and, if necessary, proposes adjustment or improvements to help meet objectives
      4. Prepares and monitors partnership agreements with implementing partners and other potential partners
      5. Ensures the effective implementation and follow up of institutional policies (PSEAH, mandatory cross- cutting approaches, etc.) on his/her project
      6. Coordinates and collaborates with relevant internal services, especially logistics, RH, finance and technical resources
    2. Ensures project data management
      1. Ensures that the appropriate data collection and management tools are in place on the project, in line with global standards like WGQ and DGA
      2. Ensures that data related to the project is collected and compiled in the project database
      3. Carries out regular verifications and makes any necessary corrections in the activity database
    3. Ensures project reporting
      1. Monitors the achievement of results and indicators, as per the logical framework
      2. Is in charge of producing the appropriate reporting tools: monthly situation report, PM Box
      3. Reports regularly to the line manager
      4. Writes reports for the funding agencies when relevant and monitors donor deadlines (grants, reporting, audits) concerning the project
      5. Guarantees the proper archiving of information
    4. Prepares and steers project evaluation and capitalization
      1. Plans and monitors project evaluations
      2. Produces project capitalization and learning from experience material
  4. Influence & Communication
    1. Contributes to HI’s external influence by participating in relevant networks
    2. Communicates on the project to partners, authorities and stakeholders when relevant
  5. Strategy and Business Development
    1. Contributes to programme or country operational strategy (StratOp)
    2. Drafts new project proposals for the continuity or expansion of the project
    3. Contributes to the drafting of new proposals for new opportunities
    4. Level of delegation
  6. Administrative, logistics and financial –
    1. Ensure adherence to all logistical, administrative, and financial policies and procedures,
    2. Ensure that all actions are carried out with an objective of reducing the project’s carbon footprint
  7. Emergency Support

As part of the Emergency Surge Team and in close coordination with the Emergency Focal Point, provide, if required support during Emergencies (early action, rapid assessment, and response)

  • Participate in or lead rapid assessments, and consolidate assessment reports
  • Provide technical guidance in his/her technical scope to the program, partners, and team
  • Represent HI to external stakeholders (government, UN agencies, NGOs, etc.) and seek to build appropriate partnerships
  • Contribute to drafting funding appeals, donor reports, and project proposals related to the response.

8**. Business Development**

  • Participate in proposal development in accordance with HI’s proposal writing process and tools (PD-tool, project development tracking tool, etc.), including the development of logical frameworks, MEAL plan, narrative description of technical approach, planning, staffing and budgeting
  • Coordinate inputs from his/her team
  • Identify, where appropriate, relevant/competitive arrangements (consortia, multi-country projects, etc.) and facilitate negotiations; as advised by the CM
  • For consortia: ensure coordination and communication and manage stakeholder input during project development in the area of influence.
  1. Security Follow-up:
  • In collaboration with the Security referent (HALA) and the Country Manager the PM will
  • Provide safety and security updates through HI communication platform (WhatsApp, email etc.)
  • Based on prevailing security situation, give insights on implication on operations.
  • Establish good relationship between other security focal point from other agencies / to stay alert and share information
  • Share security incident reports and updates to all staff for their information and alert
  • Attend security meetings (facilitated by INSO) and share updates with the HALA and CM
  • Provide security briefing international staff when visiting.

Skills and qualifications

  • Qualifications and professional experience needed
  • Bachelor’s Degree (Master’s Degree is an advantage) on any of the following: Project Management, International Development, or any related Social Sciences courses
  • At least 5 years’ experience in managing and implementing projects, ideally in humanitarian action.
  • Demonstrated experience of team management, including remote management.
  • Experience of working and collaborating with diverse sets of stakeholders, including disability advocacy, groups, government agencies, employers’ organizations and civil society organizations including persons with disabilities.
  • Experience in cluster representation in various working and forums e.g. clusters
  • Proficient skills in technical writing
  • Excellent in spoken and written English,
  • Proficient in using computer programs (Word, Excel, Power Point, Publisher, etc.)
  • Experience working with an INGO/NGO

Conditions of employment:

  • Status: Service contract with salary according to experience
  • Start Date: February 2025
  • Duration: 12 months (possible extension, linked to final confirmation on funding)
