Introduction
The United Nations Development Programme (UNDP) is implementing a four-year Parliamentary Development Programme to strengthen the 10th House of Representatives (HoR) of Nigeria. The initiative focuses on enhancing legislative capacity, promoting good governance, increasing citizen engagement, and ensuring transparency and accountability, ultimately aligning with the needs of the Nigerian populace. This programme builds on the successes and lessons from previous legislative strengthening efforts in Nigeria. By collaborating with various stakeholders, including civil society organizations and the private sector, the programme shall effectively address urgent national issues and create a more robust legislative framework that responds to the needs of the population and promotes sustainable development. The programme’s critical interventions focus on strengthening the institutional capacity of the House of Representatives (HoR) to effectively fulfil its core mandates of oversight, legislation, and representation. Other key priorities include fostering effective public engagement, promoting gender equality and inclusivity in legislative processes, enhancing intra-parliamentary collaboration, and advancing robust data, knowledge, and learning systems. By addressing these areas, the programme seeks to transform Nigeria’s HoR into a more effective, transparent, and accountable institution, fully equipped to support the nation’s governance and development priorities while fostering trust and inclusivity among its citizens.
Under the direct supervision of the Chief Technical Advisor of the Governance, Peace and Security (GPS) Unit, the primary goal of this consultancy is to develop a comprehensive gender strategy for the House of Representatives over six (6) months. This initiative will involve a thorough examination of new contextual challenges that impact the gender dynamism of the HoR, as well as identifying key thematic priorities that need to be addressed. An aspect of this process is assessing the current status of gender representation within the House, which will provide a clear baseline for the efforts of the Parliamentary Development Project. The consultant will collaborate closely with the relevant programme Units in the UNDP Nigeria Country Office and the Programme Coordination Unit (PCU) of the HoR to ensure that their collective insights and expertise shape the strategy. Ultimately, the goal is to ensure the
resulting gender strategy is well-informed and integrated into the House’s operations.
