The Position:
The Public Health Consultant will lead the development of the midwifery investment case. This involves conducting a comprehensive situation analysis, defining the health interventions, modeling the health impacts of scaled-up midwifery care, and developing an evidence-based workforce development strategy to accelerate progress towards improved Sexual, Reproductive, Maternal, Newborn, and Adolescent Health (SRMNCAH) in Kenya.
The consultant will work under the overall supervision of the SRHR & Health Systems Specialist, overall guidance of the SRHR/Youth Advisor and Deputy Representative, with direct technical guidance from the designated team from UNFPA’s Regional and Headquarters offices

Job Purpose:
The primary objective for the Public Health Consultant is to lead the development of the midwifery investment case. This involves conducting a comprehensive situation analysis, defining the health interventions, modeling the health impacts of scaled-up midwifery care, and developing an evidence-based workforce development strategy to accelerate progress towards improved Sexual, Reproductive, Maternal, Newborn, and Adolescent Health (SRMNCAH) in Kenya.
Consultancy Background
Global attention and investment in midwifery are increasing as an effective strategy to achieve Sustainable Development Goal 3 (SDG3). To advance this agenda, the Midwifery Accelerator was launched in April 2025 by a global coalition including WHO, UNICEF, and ICM to scale up the Midwifery Model of Care (MMoC). A key part of this initiative is encouraging increased domestic and international funding for midwifery through evidence-based advocacy.
In this context, UNFPA has developed a comprehensive “Investing in Midwifery Models of Care” handbook to guide the creation of national investment cases. UNFPA will support the rollout of this framework in several countries, with Kenya selected for implementation in 2026. This consultancy is crucial for adapting the global framework to the Kenyan context, generating country-specific evidence to drive sustainable improvements in midwifery services.
A Public Health Consultant is required to lead the development of the midwifery investment case for Kenya, in close collaboration with an Economist and relevant stakeholders including, the MOH, Midwives Association of Kenya, RMNCAH stakeholders, Nursing Council of Kenya,Kenya Health Professionals Oversight Authority (KHPOA) and professional associations like Kenya Obstetrics and the Kenya Gynaecology Society (KOGS), Kenya Progressive Nurses Association (KPNA), WHO and UNICEF under the guidance of UNFPA team and international experts.
You would be responsible for:
The consultant will apply a mixed-methods approach that includes a desk review of relevant policies, strategies, reports, and evidence; secondary analysis of available data and indicators; key informant interviews (KIIs) with national and subnational stakeholders; and consultative workshops to validate findings and build consensus around priorities and recommendations.
The consultant will be responsible for the following tasks:
Key Deliverables:
All deliverables will be submitted in electronic copies. They must be written in English.
Consultancy Duration:
The consultancy is for a period of 45 days over a period of four months.
The consultancy will commence on the day following the contract’s signature.
Monitoring and progress control, including reporting requirements, periodicity format and deadline:
A clear milestone-based payment is outlined for this consultancy, with each payment tranche released upon the successful submission and approval of specific deliverables.
The payment is made upon receiving a confirmation email for the final approval from UNFPA (and MOH if needed) on the deliverables.
The consultant is required to attend any meetings specifically requested by the Ministry of Health and Midwives Association of Kenya(MAK).
Transportation within Nairobi and its environs will be provided.
Limited domestic travel for activities outside Nairobi is expected for this consultancy. However, may this be required, UNFPA will cover the related costs.
